Vice Minister of Finance of the Republic of Kazakhstan Asset Turysov at the site of the Central Communications Service spoke about the progress of the digital transformation of public finance and key digital projects of the Ministry of Finance.
Today, digitalization covers all areas of the department's activities from tax and customs administration to budget planning, monitoring of government spending, state property management and state audit.
One of the key results was the formation of a new digital architecture of the State Revenue Committee. According to the results of an independent IT audit, the number of information systems was reduced from 14 to 5 key platforms. This made it possible to switch to a modern microservice architecture, provide big data processing and create the basis for the introduction of artificial intelligence.
As part of the development of tax administration, the Integrated Tax Administration System (ISNA) was introduced, combining seven previously disparate systems. Thanks to this, the time for making online payments has been reduced from 15 minutes to one minute, and the processing of documents - from one hour to one minute.
The most important element of the digital ecosystem is the Smart Data Finance platform, which accumulates data from 78 government and external sources. On the basis of Big Data, tools for forecasting budget revenues are being introduced, the risk management system is being improved and analytics for making management decisions is being developed.
To increase the transparency of pricing and the effectiveness of budget planning, the Ministry implements the National Catalog of Goods and the Price Database. The national catalog already contains more than 26.5 million product items, and the use of data from the market analysis system makes it possible to predict potential budget savings of up to 200 billion tenge annually.
The digitalization of customs administration continues. The Keden information system combines the previously existing ASTANA-1, Single Window and TAIS systems, providing automation of procedures and reducing the time for customs operations.
In the expenditure side of state finances, the Tapsyru state property marketplace has been implemented, which provides electronic transfer of property between state organizations. Since the launch, over 34 thousand objects worth more than 232 billion tenge have been transferred through the system.
For business, a single personal account of the entrepreneur is developing, which combines the services of the Ministry of Finance on the principle of "one window." In the future, the platform's functionality will be complemented by artificial intelligence-based solutions for automatic reporting, risk analysis and personalized recommendations.
In order to increase transparency and control over the use of budget funds, to ensure their targeted spending, a digital tenge is being introduced. To date, about 339 billion digital tenge has been released into circulation, more than 20 pilot projects in the field of public procurement, infrastructure projects, subsidies and tax administration have been implemented.
The Ministry of Finance is also creating the SMART AUDIT QAZAQSTAN platform - a unified digital ecosystem of state audit, which will allow moving from detecting violations to preventing them based on Big Data and artificial intelligence technologies.
A comprehensive digital transformation forms a single ecosystem of public finances, providing transparency of budgetary processes, increasing the efficiency of the use of public funds and creating new opportunities for citizens and businesses.
