The State Treasury Committee of the Ministry of Finance of the Republic of Kazakhstan is developing a new public finance management framework

The Central Communications Service hosted a press conference dedicated to the results and plans for the digital transformation of the State Treasury Committee of the Ministry of Finance of the Republic of Kazakhstan. The event presented the agency’s performance results for 2025, as well as plans to develop a service-oriented budget execution model and implement new digital solutions, including the creation of a system incorporating artificial intelligence.

The agency is currently developing elements of a service-oriented model for the execution of the state budget. This approach involves the State Treasury Committee of the Ministry of Finance of the Republic of Kazakhstan providing a range of services to government agencies and entities in the quasi-public sector, with a focus on supporting and assisting in the effective management of budget funds. The main areas of focus are improving the regulatory framework, advisory and outreach activities, digitalization, preventive document control, and centralized government procurement.

Treasury oversight is strengthened through preventive controls designed to identify financial risks. In 2025, these measures prevented financial violations and resulted in the return of financial documents totaling over 20 trillion tenge without execution.

Since 2020, the State Treasury Committee of the Ministry of Finance of the Republic of Kazakhstan has served as the Single Organizer of Public Procurement for central government agencies and their subordinate organizations. In 2025, more than 1,500 procurements were conducted totaling 1.16 trillion tenge. The savings resulting from these procurements amounted to over 15 billion tenge, or 5.3%.

The agency continues to actively work on implementing digital solutions. In 2025, a one-time transition to the ISO international standard for financial messaging was completed, which has accelerated and automated payment processing. Integration with the State Database of Individuals (GBD FL) has also been established to verify the consistency of the last name, first name, patronymic, and individual identification number of recipients when creating accounts for payroll and other monetary payments.

As part of the implementation of the new Budget Code, work has been carried out to introduce a new budget structure, including the creation of a fourth category, “Special Revenues.”

This year, the State Treasury Committee of the Ministry of Finance of the Republic of Kazakhstan faces the overarching task of applying digital solutions in the area of treasury budget execution. In accordance with the Head of State’s directive, issued at an expanded Government meeting, the digital tenge is planned to be scaled up in 2026 within the republican and local budgets, as well as the budgets of state holding companies. To this end, the treasury system will be integrated with other information systems.

In addition, the agency will need to develop a new architecture for the Treasury System designed to enable the efficient management of public finances. The new system will incorporate modern and effective solutions, including the use of artificial intelligence. Expected outcomes of implementing the new architecture include an increase in the number of quasi-public sector organizations served by the Treasury system, as well as the ability to perform accounting and maintain records of budget loans and subsidies.

“We are tasked with building a new architecture for the Treasury system that will incorporate modern and effective solutions (including the use of artificial intelligence). Thus, all necessary documentation will be developed this year, and we will begin developing the system as early as next year,” summarized Rakhat Tokbaev, Chairman of the State Treasury Committee.
