Smart Data Finance — новая цифровая платформа для анализа государственных финансов

The Ministry of Finance of the Republic of Kazakhstan announces that the Smart Data Finance analytical and integration platform has entered full-scale operation. This digital system was developed to consolidate, process, and comprehensively analyze large datasets in the field of public finance and is designed to create a unified analytical environment for management decision-making.

The creation of the platform has enabled a transition from fragmented data processing to centralized management based on modern digital tools. As part of the project, a unified Big Data repository has been established, consolidating 74 data sources. Through 12 services, integration has been ensured with 36 information systems of government agencies, second-tier banks, and other organizations. The system accumulates key information about taxpayers, including data on real estate, vehicles, land plots, equity interests, securities, international transactions subject to currency controls, licenses and exemptions, employment contracts, notarial acts, mobile money transfers, and other financial and economic transactions. This has enabled the creation of a comprehensive digital profile for each individual and legal entity, including the identification of affiliations and interconnections, which is actively used for tax administration and risk management.

Smart Data Finance generates approximately 500 analytical reports each month, with these reports being prepared virtually in real time. The platform features advanced data visualization tools, enabling rapid analysis of key performance indicators and the making of management decisions in the areas of tax administration, risk management, and interagency coordination.

Since the system’s implementation, there has been an increase in tax collection rates, a rise in the proportion of voluntary compliance, improved efficiency of oversight activities, and a reduction in administrative operating costs. Data centralization and the shift to analytics-driven management contribute to greater transparency in budgetary processes and strengthen the sustainability of the public finance system.

The integration of new government information systems is considered a priority area for the platform’s further development. The Ministry of Finance will continue to systematically transform the public finance sector through digitalization, ensuring efficiency, transparency, and modern standards of public administration.
