As part of the implementation of the instructions of the Head of State on the digitalization of the economy, the Center for Electronic Finance JSC (Qarjy Digital) carried out a large-scale modernization of the National Catalog of Goods (CNT). The project has become a key element in the formation of a transparent system for monitoring trade in the Republic of Kazakhstan.
One of the main results of the current stage was a tenfold expansion of the tubing database - from 1.3 million to 15 million nomenclature items. Now each product in circulation on the market receives a digital passport with a unique 13-digit identifier:
NTIN - for the sale of goods, KZTIN - for public procurement.
The creation of a single ecosystem of the National Catalog of Goods made it possible to eliminate the historical fragmentation of data between the customs authorities, the tax service and the public procurement system. The unified classification provides end-to-end control of the movement of goods - from the moment of production or import to the fiscal check of the final buyer, excluding accounting errors and substitution of characteristics.
The key feature of the updated tubing is the introduction of a cascade model of artificial intelligence. Machine learning algorithms perform the function of a "digital orderly," automatically checking and clearing data from incorrect and duplicate records. Thanks to intelligent classification, the comparison of goods with international standards (GCGWS, TN VED and other reference books) now takes a few minutes instead of lengthy manual procedures, while the recognition accuracy exceeds 80%.
The integration of tubing with the information systems of the Ministry of Finance of the Republic of Kazakhstan, including electronic invoices (EI) and the public procurement portal, opens up new opportunities for both business and the state.
For business, this means reducing the bureaucratic burden, accelerating export-import operations and increasing the predictability of processes.
For the state - effective counteraction to counterfeit products, monitoring pricing in real time and increasing the transparency of the economy.
For a phased adaptation of the market, a memorandum of cooperation was signed between the Ministry of Trade and Integration of the Republic of Kazakhstan, the Ministry of Finance of the Republic of Kazakhstan and NCe "Atameken." The document provides for the gradual introduction of the requirements of the National Catalog of Goods.
From January 1, 2026, NTIN/XTIN codes will become mandatory when issuing electronic invoices, accompanying invoices (SNT), as well as documents on the Unified Public Procurement Portal (invoices and acceptance certificates). To ensure a smooth transition, the XTIN timecode mechanism is provided, which will avoid suspension of trading operations during the implementation phase.
The updated National Catalog of Goods is the foundation of the digital and transparent economy of Kazakhstan, where price manipulation, substitution of product characteristics and inaccuracies in accounting are excluded.
