he Ministry of Finance of Kazakhstan is revising its approaches to tax and customs administration

The Ministry of Finance of the Republic of Kazakhstan informed about new approaches to tax and customs administration aimed at simplifying the fulfillment of tax obligations. The main message of the reforms is the transition from control to service, from punishment to prevention and the creation of the most comfortable conditions for conscientious taxpayers. This was announced by Vice Minister of Finance Yerzhan Birzhanov at a press conference in the Central Communications Service.

Increased threshold for enforcement procedures. For example, with a debt of up to 20 MCI (monthly calculation indicators), the taxpayer will receive only notifications, without blocking accounts. Such measures as the seizure of property will be applied only with significant and chronic debts.

In the field of VAT, an "automated control" system is being introduced: it will be possible to issue an electronic invoice only if there is an excess of VAT. This is aimed at combating one-day firms and will significantly speed up the simplified VAT refund procedure - up to 15 working days.

The Ministry of Finance pays special attention to digitalization. A single information system "ISNA" has already been launched and is working, combining seven disparate systems, which reduced the time for processing payments from 15 minutes to one. The Smart Data Finance (SDF) big data platform analyzes information from 74 sources for accurate risk assessment and forecasting. Work is underway to create an AI assistant for taxpayers and a system for pre-filling reporting.

For citizens, the bankruptcy procedure is simplified: the requirement for the preliminary settlement of debts on old loans is excluded, the right to terminate the procedure without explaining the reasons. This will allow more people to write off bad debts and get a financial start.

"The implementation of these measures is aimed at the formation of a modern system of fiscal relations. It should be transparent, predictable and convenient. This will allow entrepreneurs to focus on the development of their business, and the state - to ensure sustainable tax revenues due to the growth of economic activity," Yerzhan Birzhanov summed up.
