The new information service of the Ministry of Finance Ortabilim helped seven regions to close debts to private schools.
As of 7:00 PM on December 4, schools in Aktobe Oblast had received over 1.5 billion tenge, schools in Mangystau had received over 2 billion, schools in Shymkent had received over 6.7 billion, and private schools in North Kazakhstan, Turkestan, East Kazakhstan, and Pavlodar Oblasts had received over 4.8 billion. Financing agreements between education departments and schools totaling 60 billion tenge have already been contracted.
In total, 79 billion tenge has been allocated from the local budget to finance private education services. Full statistics on budget development, applications, contracted and activated amounts in the context of regions and schools are available on the service website.
One of the first regions where the debt was closed almost completely was Mangistau. More than fifty private schools that provide training services and submitted applications signed financing agreements in the amount of 4.6 billion tenge - almost the entire budget. As of today, 2.1 billion tenge has already been paid (September-October), the rest of the school will receive in the coming days.
"The situation was very difficult. More than a dozen schools in Mangistau spent several months without money, could not pay teachers' salaries. Somewhere the founders were looking for funds. For example, we took out a loan to get out of the situation. Now the situation has improved - there is a lot of joy in local chats. As for the new service, I'm not that praising, but I say as it is - everything is very clear, and most importantly, fast and transparent. The support service is in touch almost around the clock. Since everything is new, there were many questions and nuances. Every day, specialists and management of Information and Accounting Center JSC held Zoom conferences, where they explained everything for several hours. Of course, they had to listen a lot - people boiled, at first there was a lot of negativity. But when they got into it, it turned out that everything is much more convenient. Previously, the Fincenter accepted applications and considered a month, then all contracts and acts were sent through the public procurement website - everything is very long. And now the principle of "one window": everything is checked and signed within one service - this is convenient. And most importantly, everything is not only fast, but also transparent," - the founder of the school "ADVANTA.KZ LYCEUM" Zhanna Tokbaeva from Mangistau shares her impressions.
Separately, the entrepreneur thanked the local education department - its specialists and management also consulted, helped and considered school applications until late in the evening and even on weekends so that teachers would receive their salaries as soon as possible.
In total, according to OrtaBilim, private schools in Kazakhstan have placed applications for 72 billion tenge, while the regional authorities have allocated almost 80 billion. Only in two regions the requested amounts exceeded the budget - in Shymkent and North Kazakhstan region. Thus, the education department of Shymkent announced 14.5 billion tenge, while schools received applications for 16.6 billion. A similar, but smaller-scale situation is in North Kazakhstan region: applications from schools amounted to 506 million tenge with 405 million allocated.
The OrtaBilim service was created by a domestic IT company - Information and Accounting Center JSC of the Ministry of Finance of the Republic of Kazakhstan (100% state participation).
