To date, the regional authorities have already allocated 64 billion tenge
More than 108 million tenge were received today, November 26, on the accounts of the private school-lyceum "ADVANTA.KZ" in the Mangystau region. This is the first Kazakhstani school, the financing of which started in the new digital service OrtaBilim on the e-Qazyna platform of the Ministry of Finance of the Republic of Kazakhstan.
This service was developed to simplify the financing process and make it as transparent as possible. All budgets, registers, sequence and applications of schools are published here in the public domain. This eliminates the risks of corruption, and also contributes to public control. Earlier, a financial audit revealed numerous violations in this area, such as an overestimation on paper of the number of students, "dead souls" among teachers, non-compliance with the intended purpose of the school premises - children were sitting in lessons in "toyhan," and more.
Now, thanks to the high-quality format-logical control of the new system, schools will be digitized, while each IIN of a student or teacher will be checked automatically with several state databases.
For example, student data is automatically pulled up through integration with electronic diary systems. Thus, money is paid to schools not for the number of students submitted by the school in the report on paper, but for the actual number of students.
Today, budgets are published by almost all regions. The exceptions are Ulytau, Kyzylorda and Akmola regions. Only after the publication of budgets by education departments, local schools will be able to apply for funding.
Private schools, according to the Ministry of Finance, play an important role in the educational system of the country. They help reduce the deficit of school places and give budget savings on capital expenditures. However, budget participation also requires closer attention in its effectiveness in its use. To improve the quality and development of competition in the future, it is planned to introduce a voucher system ("money follows the student").
