As part of the implementation of the instructions of President Kassym-Jomart Tokayev set out in the Address “Kazakhstan in the Age of Artificial Intelligence: Current Challenges and Their Solutions Through Digital Transformation,” the Government is actively introducing digital technologies that form the foundation for sustainable economic development.
The project is aimed at increasing the transparency and efficiency of public funds management, as well as developing an analytical approach in the public administration system.
The digital map of state finances is a modern tool for visualizing all financial indicators formed within the framework of the Situation Center of the Ministry of Finance of the Republic of Kazakhstan. All data are displayed as a vector set of map layers with reference to geographical coordinates on the map of the Republic of Kazakhstan. This allows employees of the Ministry and subordinate bodies to quickly make management decisions.
The card is based on location information about all taxpayers: individual entrepreneurs, legal entities. At the moment, about 2.5 million organizations are visualized on the map. Separately allocated cash registers (hereinafter - KR). The map shows about 1.4 million cash desks. The "Checks" option is also implemented, where you can see each check online with details of the data on it. This approach allows you to accurately track sales dynamics. Since the beginning of 2025, the number of checks has almost reached 3.9 billion, and the total turnover on them has exceeded 40.5 trillion tenge.
Thanks to the aggregation of information in a single space, the system allows you to determine the profitability of any object: from a specific building to an entire region or country.
Clear visualization of data on the map provides a timely response to anomalies. For this, a special option for identifying risks has been implemented, which allows you to form orders and conduct further analytics, including commodity analytics.
During the analysis, the problem of incorrect checks was identified, which indicates an insufficient accounting culture. In this regard, the Ministry of Finance of the Republic of Kazakhstan, together with the Ministry of Trade and Integration of the Republic of Kazakhstan, is implementing a project to create a state database: the National Catalog of Goods. This will increase the reliability and transparency of information.
At the next stage, it is planned to expand the list of displayed indicators, including data on commodity and customs analytics, budget loans, domestic producers, subsoil use, as well as movable and immovable property and land plots. All information will be aggregated by districts, cities, regions and in the Republic as a whole.
Expected project effects:
The implementation of the Digital Map of Public Finances project will be an important step in the digital transformation of public administration and will increase the efficiency of managing national resources.
