Minister of Finance of the Republic of Kazakhstan Madi Takiyev presented in the Mazhilis of the Parliament of the Republic of Kazakhstan a draft law "On the republican budget for 2026-2028." He stressed that this year the formation of the budget was carried out within the framework of the new Budget Code.
As a result of the joint work of the Government and Parliament, budgetary funds were redistributed with a focus on regional development and priority areas. Thus, 30 billion tenge were allocated for infrastructure projects, 4 billion tenge - to ensure priority expenditures, and 1.4 trillion tenge - to implement strategic initiatives that contribute to sustainable economic growth and improve the quality of life of citizens.
For the first time, a budget review of expenditures was carried out. For example, the unconditional base costs of state bodies have been revised, which made it possible to optimize 68 billion tenge. The share of current administrative expenses was reduced from 15% to 12.3%, which made it possible to redirect them to the development budget.
Thus, taking into account the proposed amendments of the deputies, the parameters of the draft budget were as follows: revenues in 2026 are projected at 23.1 trillion tenge, of which revenues are 19.2 trillion tenge. Compared to the current year, revenues will increase by 3.6 trillion tenge due to economic growth, the introduction of a new Tax Code and improved tax and customs administration. This sets the stage for the sustainability of public finances.
Budget expenditures will amount to 27.8 trillion tenge, which is 2 trillion tenge more than this year. The minister stressed that the budget remains socially oriented. In 2026, 10.7 trillion tenge will be allocated to the social sphere, of which 6.8 trillion tenge - for social payments and 3.9 trillion tenge - for investments in human capital.
6.8 trillion tenge is provided for social protection of the population in 2026. One of the directions will be the introduction of digital mechanisms for assigning social benefits and the transition to a proactive format. This will minimize the human factor, reduce bureaucracy and speed up the process of providing assistance.
2.7 trillion tenge is provided for the healthcare sector, which is 107 billion tenge more than this year. This will increase the availability of medical services. 902 billion tenge is planned for education and science. Priorities remain to improve the quality of the educational process, support talented youth and the development of research centers.
263.5 billion tenge is provided for the development of culture, tourism and sports in 2026. In pursuance of the instructions of the Head of State to ensure sustainable economic growth, a comprehensive analysis of state support measures was carried out. It is planned to allocate about 1.2 trillion tenge to stimulate the economy. The total amount of funds for the development of the real sector will increase by 540 billion tenge and amount to 3.7 trillion tenge. These measures will launch new sectoral growth drivers and strengthen the country's investment potential.
One of the priorities remains the development of the regions. 581 billion tenge is provided for the implementation of such projects in 2026-2028, of which 300 billion tenge in 2026. All projects are identified as critical and of national importance. In order to increase the independence of akimats, 5.1 trillion tenge will be allocated through transfers to the regions in 2026.
"The draft republican budget for 2026-2028 reflects the strategic priorities of the state and is aimed at sustainable economic development. The document maintains a balance between fulfilling social obligations and supporting the real sector. The main goal of the budget is to ensure long-term financial stability, increase the efficiency of spending and create conditions for accelerated economic growth," concluded the Minister of Finance of the Republic of Kazakhstan Madi Takiyev.
