Preliminary lists of types of entrepreneurial activity, who will be able to work in special tax regimes, and who is not, will be published by the end of the week on the Open RLA portal. It is estimated that a special tax regime based on a simplified declaration will remain for about 70% of all taxpayers in the country. This was stated by Deputy Prime Minister - Minister of National Economy Serik Zhumangarin during a speech at a seminar on explaining the new Tax Code in Astana.
As Serik Zhumangarin explained, only entrepreneurs providing retail services for individuals will be able to work under the simplified regime. Companies focused on working with legal entities will have to apply a general tax regime, which requires full accounting and the application of deductions.
"The so-called" prohibitive "list will include industries related to the production of goods and services for business. In these areas, more than 76% of the total turnover falls on transactions with payers applying the generally established regime, "
- Serik Zhumangarin explained.
These are enterprises of the manufacturing industry, construction and subsoil use, natural monopolies, wholesale and large retail trade on areas over 2 thousand square meters. m Restrictions also apply to telecommunications, the Internet and IT, financial and insurance, professional and agency services, consulting, as well as the research and development sector.
As noted, in some sectors the share of such operations practically reaches 100%: in construction - 99.9%, in subsoil use - 98.7%, in transport and warehousing - 96.7%. These figures clearly demonstrate the fact that today a significant part of the simplified regime is used not by small enterprises, but by large companies that are actually integrated into a large segment of the economy.
"In total, we are talking about more than 700 types of economic activity, which is about 70% of all CCEA. However, in the context of taxpayers, the ban on the simplified regime affects only about 30% of enterprises, "
- he added.
In the second group, for which the simplified tax regime remains, there are over 300 types of business. Among them - retail trade in retail space up to 2 thousand square meters. m., pharmacies, catering facilities, hotels, rental housing and transport, light and food industry enterprises, passenger transportation, kindergartens and circles, medical and social services. The list includes household and construction services for the population, certain types of creative industry, cultural and sports facilities, as well as agriculture.
Thus, according to preliminary estimates, the use of simplified regimes will be preserved for about 70% of all taxpayers. This means that the bulk of small businesses focused on the population will continue to enjoy simplified tax regimes, while larger and more systemic activities will switch to the generally established regime.
"Draft lists are still being developed. We plan to place the preliminary list on the Open NPA portal by the end of the week. After their publication, discussions with business and experts will continue, "the Deputy Prime Minister said.
According to Finance Minister Madi Takiyev, an important change in the new Tax Code is the refusal to automatically block bank accounts. Instead, a format of preventive desk inspections is being introduced, which will allow entrepreneurs to timely eliminate shortcomings without prejudice to their economic activities.
Particular attention is paid to the digitalization of tax administration. As part of the reform, a transition to a service model of interaction with taxpayers is envisaged, where the main priority will be to support and advise businesses, and not to apply exclusively control measures.
"The envisaged changes will greatly facilitate the work of entrepreneurs. Reducing tax reporting and reducing taxes will allow businesses to focus on development rather than paperwork. The rejection of automatic blocking of accounts is an important step towards a fair and transparent relationship, where the state helps to resolve issues, and not paralyze the activities of companies. Such measures really strengthen the dialogue between the state and entrepreneurs and create a favorable investment climate, "
- Madi Takiyev noted.
Other changes include the introduction of differentiated tax rates, a progressive FPI rate, a luxury tax and changes to special tax regimes.
According to the new Tax Code for citizens, pension payments are exempt from IPN, the transport tax for cars over 10 years old is reduced, tax deductions for persons with disabilities are expanded, and VAT benefits for socially significant medical services are provided. Special tax regimes have been optimized for business, now there are only three of them - for the self-employed, for representatives of small businesses on the basis of a simplified declaration and for farms. At the same time, the threshold for mandatory registration for VAT is reduced from 70 to 40 million tenge, which expands the circle of payers.
In turn, the chairman of the Presidium of NCE "Atameken" Raimbek Batalov noted the importance of a constructive dialogue between business and the public sector and the adoption of balanced decisions.
"We exchange opinions with entrepreneurs and authorized bodies. Some issues are regulated by internal regulatory documents. If practice shows that some points in the Tax Code are not taken into account, and they negatively affect business, then the NPP, together with the Ministries of Finance and Economics, will be able to quickly make the necessary adjustments to the RLA, "
- he concluded.
