Digital transparency: how the Ministry of Finance strengthens control over the use of state funds

Minifin implements the concept of "Hearing State," which involves an open dialogue with citizens. This approach allows you to take into account the real needs of Kazakhstanis, adapt legislation to modern conditions and quickly respond to challenges.

In pursuance of the concept, today in Ust-Kamenogorsk, the Chairman of the ISAC MF of the Republic of Kazakhstan Yerzhan Mynzhasarov met with citizens and representatives of budgetary organizations of the East Kazakhstan region.

In his speech, the head of the department announced the results of the Committee's activities for the first half of this year and achievements in the application of a risk-based approach, preventive methods of inspections and the active implementation of digital audit tools.

To date, the Committee has consolidated new conceptual directions for development. There will be a transition to desk control of contractual obligations, public spending planning and accounting in government agencies, as well as a notification system for salary monitoring and preventive audit control in the real sector.

One of the main innovations was the Online Budget Monitoring module, deployed on the basis of the information system of the Ministry of Finance of the Republic of Kazakhstan. Since the beginning of the year, it has revealed illegal payments for 1.2 billion tenge, of which 775.4 million tenge has already been returned to the budget.

Another significant audit tool is the Cloud Accounting project, which allows you to track more than 192 million accounting records and transactions in real mode.

The ultimate goal of the tool is to provide support for the object of state audit, to exclude possible manipulations in accounting, as well as to provide the possibility of remote monitoring, which reduces the burden on the objects of state audit and strengthens financial discipline.

An equally important area of work is the audit of government spending at the planning stage. Using the information system "State Planning," already at the stage of budgeting, shortcomings and ineffective requests are identified. So, when planning the budget for 2026-2028, the facts of poor-quality planning in the amount of 1.5 trillion tenge were established.

"We are creating a system in which every tenge of budget funds can be tracked in real time. This eliminates space for abuse and increases public confidence in public institutions. Digital tools allow not only to identify violations after the fact, but also to prevent them even at the stage of planning and budget execution. This approach makes the state audit as transparent as possible, increases the efficiency of management and creates a solid foundation for sustainable economic development of the country, "said Yerzhan Mynzhasarov, Chairman of the Internal State Audit Committee of the Ministry of Finance of the Republic of Kazakhstan.
