In the first half of 2025, the Internal State Audit Committee (ISAC) of the Ministry of Finance of the Republic of Kazakhstan did a large-scale work to prevent financial irregularities. The results of the six months were announced during an expanded meeting chaired by Vice Minister of Finance Dauren Kenbeil and Chairman of the Committee Yerzhan Mynzhasarov.
So, for the current period, 672 audit activities were held, covering over 921 billion tenge.
As a result of the work, financial violations were revealed for 310.6 billion tenge and 1699 procedural violations. The improvement of the applied risk-based approach made it possible to achieve greater accuracy of checks and more targeted detection of violations.
The measures taken in defense of state finances made it possible to restore a significant part of the funds. Violations in the amount of 279.5 billion tenge were eliminated: part of the funds were returned to the budget, the other was compensated by the goods supplied, work performed and services rendered, the rest was reflected in accounting.
The Committee identified new points of conceptual development of internal audit, including its digital tools. All this is indicated in the corresponding Roadmap for the digitalization of activities, which will serve as the beginning of the introduction of 3 new audit tools and for the first time digitizes the preventive control of the real sector.
One of the Committee's advanced and preventive tools is the online budget monitoring system, which covers 5,937 social facilities, including educational, health, cultural, tourism and sports institutions. As a result of remote analysis, illegal payments for 950.3 million tenge were confirmed - this is a clear example of how digitalization strengthens control in real time.
Among other things, the Committee's auditors conducted a thorough analysis of the preparation of the state budget for 2026-2028. The auditors revealed facts of poor-quality formation of budget requests in the amount of about 860 billion tenge. In the future, the development of this area will be introduced a full-fledged tool of cameral control, which will provide for mandatory response measures.
The Committee also plans to create a Unified Auditor's Office, which should become a digital control center, and a special training platform "Auditor of Kalana AI" with elements of artificial intelligence.
Thus, today the new audit tools of the Committee make it possible to quickly identify deviations and minimize corruption risks, significantly increasing the transparency of state finances.
"It is necessary to consistently continue the implementation of the proactive audit strategy, expanding the use of digital tools for effective control over budget spending," said Vice Minister of Finance Dauren Kenbeil, summing up the results of the board meeting.
