Digital monitoring of salaries and expenses: a new level of budget transparency

The Ministry of Finance of the Republic of Kazakhstan implements the digitalization of the state audit of budget expenditures, including the introduction of the Online Budget Monitoring module (hereinafter - OBM). This system provides real-time tracking of targeted use of funds, automates control processes and allows you to quickly identify violations. As a result, the transparency of financial transactions increases and the efficiency of budget resources management improves.

The system allows you to remotely track the payment of wages in organizations of the social block. Now monitoring covers not only the field of education, but also health, culture, tourism and sports. Transactions of more than 140 million tenge of about 6 thousand state institutions are subject to analysis every day.

Since the beginning of this year, operational response managed to prevent embezzlement of over 664 million tenge.

At the same time, preventive measures are not always effective against persistent violators to whom response measures are applied. So, in the library system of one of the districts of the West Kazakhstan region, during an on-site audit, illegal payments to the accountant's personal account in the amount of over 45 million tenge were revealed. In Almaty, after several warnings from the territorial department of the Internal State Audit Committee of the Ministry of Finance of the Republic of Kazakhstan, the Education Department of the city decided to dismiss the director of a specialized gymnasium and a group of accountants of one of the secondary schools.

An important stage in the development of MBP was the introduction of the function of automatic generation and distribution of notifications about identified risks directly to monitoring objects. At the same time, the Anti-Corruption Agency of the Republic of Kazakhstan and its territorial departments are informed. This once again underlines the preventive nature of the response measures taken.

The Online Budget Monitoring module significantly reduced the total time spent on processing large amounts of data, as well as on preparing notifications by auditors. This, in turn, increases the efficiency and quality of control.

Министр финансов РК Мади Такиев отметил, что ведомство стремится к цифровизации всех своих процессов, внедряя современные технологии с целью повышения прозрачности, оперативности и эффективности управления бюджетными ресурсами. Он подчеркнул, что использование цифровых инструментов, таких как модуль «Онлайн бюджетный мониторинг», позволяет минимизировать влияние человеческого фактора, автоматизировать рутинные операции и повысить качество контроля.

В перспективе дальнейшее расширение функционала ОБМ и интеграция с другими цифровыми платформами создадут единое, прозрачное и устойчивое пространство для управления бюджетом. Это станет важным шагом на пути к построению эффективной системы государственных финансов.
