Results of the first half of 2025 of the Internal State Audit Committee of the Ministry of Finance of the Republic of Kazakhstan

In the first half of 2025, the Internal State Audit Committee (ISAC) of the Ministry of Finance of the Republic of Kazakhstan carried out extensive work to prevent financial violations. The results of the half-year were announced during an extended meeting chaired by Deputy Minister of Finance Dauren Kenbeil and Committee Chairman Yerzhan Mynzhasarov.

Thus, 672 audit activities were carried out during the current period, covering over 921 billion tenge.

The results of the work revealed financial violations amounting to 310.6 billion tenge and 1,699 procedural violations. Improvements to the risk-based approach used have made it possible to achieve greater accuracy in audits and more targeted detection of violations.

The measures taken to protect public finances have made it possible to recover a significant portion of the funds. Violations amounting to 279.5 billion tenge were eliminated: some of the funds were returned to the budget, others were compensated for by goods delivered, work performed and services rendered, and the rest was reflected in the accounting records.

The Committee identified new areas for the conceptual development of internal audit, including its digital tools. All this is outlined in the relevant Roadmap for the digitalisation of activities, which will serve as the starting point for the introduction of three new audit tools and will digitise preventive control of the real sector for the first time.

One of the Committee's advanced and preventive tools is an online budget monitoring system that covers 5,937 social sector facilities, including educational, healthcare, cultural, tourism and sports institutions. Remote analysis confirmed illegal payments amounting to 950.3 million tenge, which is a clear example of how digitalisation enhances real-time control.

Among other things, the Committee's auditors conducted a thorough analysis of the preparation of the state budget for 2026–2028. The auditors identified instances of poor-quality budget requests amounting to approximately 860 billion tenge. In the future, a comprehensive desk audit tool will be introduced, which will provide for mandatory response measures.

The Committee also plans to create a Unified Auditor's Office, which will serve as a digital control centre, and a special training platform called ‘Auditor Qalqany AI’ with artificial intelligence elements.

Thus, today, the Committee's new audit tools make it possible to quickly identify deviations and minimise corruption risks, significantly increasing the transparency of public finances.

‘It is necessary to consistently continue implementing the proactive audit strategy, expanding the use of digital tools for effective control over the expenditure of budget funds,’ said Deputy Minister of Finance Dauren Kenbeil, summarising the results of the collegium meeting.
