Department of Customs Control. The Department of the Ministry of Internal Affairs of the Ministry of Finance of the Republic of Kazakhstan has repeated cases of issuing goods to owners of temporary storage facilities that were not released in accordance with the declared customs procedure. Currently, owners of temporary storage facilities do not have access to view the status of the declaration of goods in the Astana-1 information system, which in turn creates inconveniences primarily for participants in the foreign economic activity of goods when receiving goods from temporary storage facilities incur additional costs and waste time. Thus, there is a corruption risk by direct contact of the declarant with the customs post staff when printing out the hard copy of the goods declaration and stamping the issue authorized and certifying with a personal numbered seal.

If access to the status of the Goods Declaration is provided in the Astana-1 information system to the owners of temporary storage facilities, we will achieve the absence of physical contact with customs post staff, which in turn will significantly reduce the level of corruption among customs post staff and reduce unwanted paperwork involving printing the Goods Declaration and stamping the issue is allowed with certified by the personal numbered seal of the customs post officer. Without waiting for a hard copy of the Goods Declaration, owners of temporary storage facilities can release goods and vehicles after viewing the status of the Goods Declaration in the Astana-1 information system. Thus, declarants and participants in foreign economic activity will not incur additional costs for storing goods and vehicles in temporary storage facilities and, accordingly, the time for the owners to receive goods and vehicles for their further transfer to the final buyer will be reduced."

In this regard, it is necessary to automatically provide owners of temporary storage facilities with limited access to the ASTANA – 1 IP to view the status of goods in temporary storage.

Since November 2024, as part of the development of the second subtype of the Keden National Integrated Platform, the Temporary Storage Facilities module (hereinafter referred to as the MVH Module) has been introduced for owners of temporary storage facilities. The methodological Module of the Ministry of Agriculture includes journal forms that meet the requirements established by the Procedure for Confirming the Placement of Goods in Temporary Storage Facilities, approved by Order No. 215 of the Minister of Finance of the Republic of Kazakhstan dated February 16, 2018. The implementation of the MVX Module for MVX owners and authorized officials provides the following functionality:

-automated control over the receipt and expenditure of goods;

-monitoring of temporary storage periods;

-the ability to view information about the customs declaration, on the basis of which the goods have been cleared.

Thus, the implementation of the MVX Module optimizes the processes related to the customs control of goods in temporary storage and will allow monitoring from the moment of submission of preliminary information until the release of goods. In addition, all information about goods in storage will also be displayed by officials of state revenue authorities, which in the future will allow for owners of agricultural enterprises (business participants) to cancel regular reporting provided quarterly, as well as the need to provide shipping invoices on paper, thereby minimizing contact with officials of state revenue authorities.
