Job descriptions of customs post employees do not define the specific area of work for which they are responsible or specific powers. Customs posts are divided into sectors in their activities: 1) clearance (release of goods for domestic consumption, export, customs inspection/screening), 2) delivery of goods (transit, placement in temporary storage warehouses), 3) integrated control (screening by means of an inspection and screening complex, electronic checkpoint, etc.), 4) transport control (measuring weight and dimensions using the Automated Goods Delivery System, issuing special permits for the passage of vehicles, checking other documents), 5) passenger terminal (checking, inspection/searching and release of goods for personal use, issuing a customs receipt order),6) administrative (detection of offenses, handling administrative offense cases, interaction with law enforcement agencies), 7) office (correspondence with government agencies, consideration of appeals).Each sector is assigned specific employees. At the same time, the functional responsibilities in terms of the work performed are the same for all employees.For example, an employee of the passenger terminal sector has the rights of an employee performing transport control or implementing integrated control.Thus, this may lead to the emergence of corruption risks, in which an employee of one sector may make decisions for an employee of another sector in his own selfish interests or in the interests of third parties.

The Human Resources Department shall send a letter to the territorial bodies of state revenues on amendments to the job descriptions of customs post employees, clearly defining the functions performed in accordance with the sector of the customs post, division according to the work performed.
