1. When will the restrictions on opening new private schools be lifted?
Response:The opening of a private school is governed by the Law of the Republic of Kazakhstan "On Education." This law establishes specific qualification requirements and incorporates relevant orders from the Ministry of Education of the Republic of Kazakhstan, serving as the primary regulatory document.
2. How is the funding volume for secondary education institutions calculated? Is a uniform per-pupil funding standard applied, and what factors determine its amount?
Does this system complicate the work of schools?
I request that the formula for calculating payments to private schools be made publicly available on the portal.
Response: Funding for secondary education organizations is calculated separately for state-owned entities and private educational institutions using different standard rates; this system does not affect the day-to-day operations of schools, and the payment calculation formula for private schools will be mandatorily published and made publicly available on the portal.
3. How is the issue of financing handled when building a private school?
Response: When constructing a private school, it is necessary to comply with the sanitary and technical requirements established by the Ministry of Health of the Republic of Kazakhstan; furthermore, classrooms, sports facilities, medical units, canteens, and libraries, as well as textbooks and educational programs, must meet the requirements of Kazakhstani legislation. Once the school is commissioned and has obtained an educational license, it may apply for a state order through the Financial Center JSC under the Ministry of Education of the Republic of Kazakhstan. The state allocates funds both for the construction or renovation of the building and for covering expenses associated with the educational process.
