- Director of the Department of Accounting, Audit, and Valuation Methodology, Kalieva A.N., presented the draft Law “On Amendments to the Law on Valuation Activities of the Republic of Kazakhstan.” The draft Law is aimed at implementing the EAEU General Approaches to the single market of valuation services (Decision of the Supreme Eurasian Economic Council dated 10 December 2021) and provides for:
- Introduction of a notification-based procedure for the admission of valuers from EAEU member states;
- Maintenance of a registry of foreign valuers;

- Member of the Public Council, Uvaisova H.M. expressed support for the key provisions of the draft Law and presented its advantages and risks.
Advantages identified:
- Increased competition;
- Improved quality of services;
- Expansion of the geographical scope of activities of Kazakhstani valuers within EAEU member states.
Risks identified:
- Heightened competition from foreign companies;
- Administrative and language barriers;
- Challenges in quality control of services provided by foreign valuers.
- PC Chairman Kulekeyev Zh.A. expressed support for the development of the self-regulatory organisation (SRO) institution. It was noted that professional services (medical, legal, and others) are more effectively regulated through self-regulatory mechanisms than through state licensing procedures, since SROs maintain public registries of specialists with ratings and complaint histories, thereby ensuring genuine quality control of services.
RESOLVED:

- To recommend the gradual development of the self-regulatory organisation institution in the Republic of Kazakhstan, including in the fields of notary services, advocacy, and other professional services.
