State Border Crossing Procedure of the Republic of Kazakhstan from May 11, 2020 during the Lockdown Restrictions

1. Crossing the state border of Kazakhstan is temporary restricted for citizens of the Republic of Kazakhstan and foreigners (stateless persons) until the sanitary and epidemiological situation improves, except for the following:

1) Diplomatic staff of Kazakhstan and foreign states;

2) Members of official delegations, as well as members of delegations of international organizations heading to Kazakhstan at the invitation of the Ministry of Foreign Affairs of the Republic of Kazakhstan;

3) Citizens of the Republic of Kazakhstan who are the employees of international organizations in which the Republic of Kazakhstan is a member, located in the foreign countries - upon confirmation of employee status;

4) Members of train and engine crews, aircraft and marine crews and those involved in railway transportation processes, cargo and trains acceptance, handover and escort operations, carrying out the carriage of goods for international traffic;

5) Foreigners who are Kazakhstan airlines' employees, upon confirmation of status;

6) Family members of foreigners who are Kazakhstan airlines' employees (proof of kinship - spouse and children), but not more than 1 time in 30 days, in compliance with sanitary and lockdown rules;

7) Service staff of foreign transboundary facilities in Kazakhstan and service staff of Kazakhstan's transboundary facilities in neighbouring states in order to perform their duties - upon availability of a certified name list of employees;

8) Citizens of the Russian Federation who are members of military units, divisions and enterprises located in leased territories and members of their families (spouse, parents and children) upon confirmation of their membership in military units (division, enterprises) and kinship ties;

9) Citizens of the Russian Federation and their family members on the territory of the Baikonur complex and Baikonyr city - upon compulsory presentation of documents confirming the valid service in the state bodies and other organizations, operating on the Baikonur complex, and also possessing permanent or temporary registration in Baikonyr city;

10) Employees of the Intergovernmental Courier Service of the Republic of Kazakhstan and foreign states, upon confirmation of status;

11) Citizens of the Republic of Kazakhstan (stateless persons registered by the Republic of Kazakhstan with a stateless person identity card) who have previously entered foreign states, upon their return to Kazakhstan;

12) Citizens of the Republic of Kazakhstan, who leave Kazakhstan for permanent residence to another state and/or have immigration visas;

13) Citizens of the Republic of Kazakhstan who go abroad for medical treatment, upon presentation of confirming documents of health facilities (accompanied by no more than two adults), if the following documents are provided:

- Medical advisory committee conclusion of the local outpatient clinic to confirm the diagnosis and the urgency of treatment, according to the 035-1/у form, approved by №907 order of the Acting Minister of Health of the Republic of Kazakhstan from November 23, 2010, "Approval of primary medical records forms of health facilities";

- Invitation letter from a foreign health facility for treatment, with certified translation by a notary public;

14) Citizens of the Republic of Kazakhstan with residence permits of foreign states, or with a temporary residence permits - no more than 1 time in 30 days;

15) Foreigners who previously departed from the airports of Kazakhstan for vacation packages and returning after a vacation to the airports of Kazakhstan for further departure to their home countries by road, upon condition of their departure by coordination and with the assistance of the relevant embassies;

16) Foreigners entering Kazakhstan through air checkpoints for further flights or departures through motor vehicle checkpoints to their home country upon the relevant embassies and consular sections' request after the appropriate sanitary-epidemiological activities;

17) Persons who go to the funeral of family members and close relatives (parents (parent), children, adoptive parents, brothers and sisters, grandparents and grandchildren) upon presentation of confirming documents, as well as persons accompanying deceased family members and close relatives to the burial site;

18) Persons caring for seriously ill family members and close relatives (parents (parent), children, adoptive parents, brothers and sisters, grandfather, grandmother, grandchildren), upon presentation of confirming documents of the health facility regarding the serious disease;

19) Foreigners (stateless persons registered by a foreign state with a stateless person's identity card) who have previously entered Kazakhstan to leave the country;

20) Foreigners (stateless persons) with residence permits (repatriation status) in Kazakhstan and their family members (spouse, parents and children) - not more than once every 30 days;

21) Foreigners (stateless persons) who are family members of citizens the Republic of Kazakhstan - upon proof of kinship (spouse, parents and children) - not more than once every 30 days;

22) Citizens of the Republic of Kazakhstan who are family members (spouses, parents, children, adoptive parents, adopted children) or tutors and guardians of foreigners - only to enter the family members' home country, not more than once every 30 days;

23) Citizens of the Republic of Kazakhstan studying in educational institutions in foreign states, upon presentation of confirming documents of a foreign educational institution;

24) Drivers engaged in international cargo transportation (not more than 2 drivers per cargo vehicle), upon presentation of an appropriate category driver's license;

25) Drivers engaged in transportation of persons who according to this procedure can cross the State border of the Republic of Kazakhstan and get on evacuation flights;

26) Foreigners - employees (specialists) of socially significant companies according to the list approved by the specially created Interdepartmental Commission headed by Deputy Prime Minister of the Republic of Kazakhstan for each individual case;

27) Persons engaged in delivery of motor and special transport within the framework of the signed contracts according to the list approved by the specially created Interdepartmental Commission headed by Deputy Prime Minister of the Republic of Kazakhstan for each individual case.

2. Transportation of passengers is prohibited in Aktau and Kuryk seaports, except for truck drivers, citizens of the Republic of Kazakhstan, returning to Kazakhstan and their personal vehicles. Cargo transshipment through seaports has to be carried out in strict compliance with sanitary and epidemiological standards. Crew may not leave the ships.

3. Aircraft and ground equipment involved in the launch campaigns from the Baikonur spaceport and the operations, to search for and evacuate the astronauts and descending space facilities from the landing site, are allowed to cross the border jointly with the relevant state authorities. This action can be implemented upon execution of permissions issued by the state bodies of the Republic of Kazakhstan to cross the State border and stay on the territory of Kazakhstan

4. In order to enter the territory of Kazakhstan for foreigners (stateless persons) specified in sub-points 5, 6, 15, 20, 21, 25, 26 of point 1 of this Procedure, except for the documents for the right of enter Kazakhstan a certificate of passing the PCR-test (polymerase chain reaction) with negative result on coronavirus infection COVІD-19 is required, which is verified by specialists of sanitary stations.

5. Allow the Ministry of Foreign Affairs in coordination (including on an routine basis) with the Border Control Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the Ministry of Health of the Republic of Kazakhstan, the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan upon official appeal of foreign diplomatic missions to determine the feasibility and possibility of transit through the Republic of Kazakhstan to the country of its citizenship.
