1. Until the sanitary-epidemiological situation improves, the crossing of the State border of the Republic of Kazakhstan is temporarily limited to citizens of the Republic of Kazakhstan and foreigners (stateless persons), with the exception of:
1) personnel of the diplomatic service of foreign states and members of their families (spouses, parents and children);
2) members of official delegations, as well as members of delegations of international organizations traveling to Kazakhstan at the invitation of the Ministry of Foreign Affairs of the Republic of Kazakhstan;
3) employees of international organizations, accredited in the Republic of Kazakhstan and members of their families (spouses, parents and children) - upon confirmation of the status;
4) ethnical Kazakhs with visa «C10» (for ethnical Kazakhs) and «B8» (for permanent stay) or with documents identifying Kazakh nationality (foreign passport with identification of nationality as Kazakhs, ID, birth certificate with notary translation) and members of their families (spouses, parents and children);
5) members of train and locomotive crews, crews of aircrafts and ships and persons involved in railway transportation processes, operations related to receiving, delivery and accompanying of goods, trains carrying goods in international traffic;
6) family members of employees of Kazakh airlines (subject to confirmation of the fact of family ties - spouse and their children);
7) maintenance personnel of foreign transboundary structures in the Republic of Kazakhstan and maintenance personnel of Kazakh transboundary structures on the territory of neighbouring states to perform official duties - if there is a certified personal list of employees;
8) citizens of the Russian Federation that are part of military formations, subdivisions and industrial enterprises stationed on the territories leased from the Republic of Kazakhstan[1], and their family members (spouse, parents and children), upon confirmation of belonging to a military formation (subdivision, industrial enterprise) and family ties, as well as citizens of the Russian Federation sent to the indicated military formations, subdivisions and industrial enterprises – upon the presentation of travel certificates issued by authorized state bodies and organizations of the Russian Federation;
9) citizens of the Russian Federation and their families that operate on the territory of the Baikonur complex and the city of Baikonur - upon the mandatory presentation of a document / documents confirming the validity of the work / service in government bodies and other organizations operating at the Baikonur complex, as well as having permanent or temporary registration in the city of Baikonur;
10) employees of the Intergovernmental courier communication of the Republic of Kazakhstan and foreign states, upon confirmation of status;
11) citizens of the Republic of Kazakhstan (stateless persons documented by the Republic of Kazakhstan with a certificate of a stateless person), who have previously left the territory of a foreign state upon their return to the Republic of Kazakhstan;
12) foreigners undergoing urgent treatment in scientific organizations of healthcare system (approved by the Ministry of Healthcare of the Republic of Kazakhstan) in case of having supporting documents from healthcare institutions (accompanied by no more than two adults);
13) foreigners arriving to the Republic of Kazakhstan through air checkpoints for further departure through car checkpoints to the country of citizenship, at the request of the Embassy and consular offices of their states after the necessary sanitary and epidemiological measures;
14) persons coming to the funeral of family members and close relatives (parents (parent), children, adoptive parents, adopted children, brothers and sisters (including half-brothers and sisters), grandfather, grandmother, grandchildren) in the presence of supporting documents, and also persons accompanying to the place of burial of the body (ashes) of deceased family members and close relatives;
15) persons coming to care for seriously ill family members and close relatives (spouse), parents (parent), children, adoptive parents, adopted children, full and half brothers and sisters, grandfather, grandmother, grandchildren) and their minor children, in the presence of supporting documents from a medical institution about a serious illness;
16) persons with permanent residence permission of the Republic of Kazakhstan and members of their families (spouses, parents and children) - no more than once in 30 days;
17) persons who are family members of citizens of the Republic of Kazakhstan - subject to confirmation of the fact of family ties (spouse, their parents and children) and their minor children - no more than once in 30 days;
18) foreigners studying in educational institutions of the Republic of Kazakhstan, as well as for their entry to Kazakhstan in order to extend study visas, issue student ID-cards, take in exams - if there are invitations from the educational institution and an official permission to enter for the specified purposes. If a foreign citizen traveling for the purposes specified in this subparagraph is a minor, his/her accompaniment by parents (guardians or trustees) is permitted;
19) drivers carrying out transportation of persons who, in accordance with this procedure, are allowed to cross the State border of the Republic of Kazakhstan and take evacuation flights;
20) foreigners - employees (specialists) of companies of social importance, according to the list approved by a specially created Interdepartmental Commission chaired by the Deputy Prime Minister of the Republic of Kazakhstan for each individual case;
21) drivers engaged in international cargo transportation (no more than 2 drivers per cargo vehicle), in the presence of a driver's license of the corresponding category and owners of goods engaged in agricultural activities - upon presentation of documents confirming the involvement in agricultural activities (according to the list and samples of documents approved by the Ministry of Agriculture of the Republic of Kazakhstan);
22) wanted and convicted foreigners (stateless persons) being extradited, as well as persons accompanying and carrying out the extradition - on the basis of the decision of the General Prosecutor's Office of the Republic of Kazakhstan and the corresponding letter of the Committee of criminal executive system of the Ministry of Internal Affairs Republic of Kazakhstan;
23) crew members of sea vessels traveling to the Republic of Kazakhstan for change of crew - if there are documents confirming the status and membership of the crew of sea (river) vessels;
24) foreign medical personnel traveling to Kazakhstan to provide medical care at the invitation of state and local executive bodies of the Republic of Kazakhstan, as well as within the framework of humanitarian assistance from foreign states or international organizations.
2. Crossing of the State border of the Republic of Kazakhstan is permitted to citizens of the Republic of Kazakhstan only once in 30 days, with the exception of:
1) personnel of the diplomatic service of the country and members of their families (spouses, parents and children);
2) members of official delegations of the Republic of Kazakhstan traveling abroad by the invitation of foreign country and with accordance with the Government of the Republic of Kazakhstan;
3) employees of international organizations, of which the Republic of Kazakhstan is a member, located on the territory of foreign states - upon confirmation of the status of the employee, and members of their families (spouses, parents and children);
4) employees of the Intergovernmental courier communication of the Republic of Kazakhstan, upon confirmation of status;
5) members of train and locomotive crews, crews of aircrafts and ships and persons involved in railway transportation processes, operations related to receiving, delivery and accompanying of goods, trains carrying goods in international traffic;
6) maintenance personnel of foreign transboundary structures in the Republic of Kazakhstan and maintenance personnel of Kazakh transboundary structures on the territory of neighbouring states to perform official duties - if there is a certified personal list of employees;
7) citizens of the Republic of Kazakhstan traveling abroad for treatment upon presentation of supporting documents of healthcare institutions (accompanied by no more than two adults), if the following documents are available:
- the conclusion of the medical and consulting commission of the territorial outpatient clinic to confirm the diagnosis and urgency of treatment, in accordance with the form 026/u, approved by order of the Acting Minister of Health of the Republic of Kazakhstan dated October 10, 2010 No. 175/2020 "On approval of forms of primary medical documentation of healthcare organizations";
- an invitation letter from a foreign medical organization for treatment, with a notarized translation;
8) persons travelling to the funeral of family members and close relatives (parents (parent), children, adoptive parents, adopted children, brothers and sisters (including half-brothers and sisters), grandfather, grandmother, grandchildren) in the presence of supporting documents, and also persons accompanying to the place of burial of the body (ashes) of deceased family members and close relatives;
9) persons travelling to care for seriously ill family members and close relatives (spouse), parents (parent), children, adoptive parents, adopted children, full and half brothers and sisters, grandfather, grandmother, grandchildren) and their minor children, in the presence of supporting documents from a medical institution about a serious illness;
10) citizens of the Republic of Kazakhstan studying in educational institutions on the territory of foreign states, as well as for their departure from Kazakhstan abroad in order to extend study visas, issue student ID-cards, partake in exams - if there are invitations from the foreign educational institution and an official permission to enter a foreign country for the specified purposes. If a citizen of the Republic of Kazakhstan traveling for the purposes specified in this subparagraph is a minor, his / her accompaniment by parents (guardians or trustees) is permitted;
11) employees (specialists) leaving the Republic of Kazakhstan for abroad job in case of labor contract, permission and other certifying documents` presence as well as permission of entry to foreign country;
12) drivers carrying out transportation of persons who, in accordance with this procedure, are allowed to cross the State border of the Republic of Kazakhstan and take evacuation flights;
13) drivers engaged in international cargo transportation (no more than 2 drivers per cargo vehicle), in the presence of a driver's license of the corresponding category and owners of goods engaged in agricultural activities - upon presentation of documents confirming the involvement in agricultural activities (according to the list and samples of documents approved by the Ministry of Agriculture of the Republic of Kazakhstan);
14) wanted and convicted citizens of the Republic of Kazakhstan being extradited (to and from), as well as persons accompanying and carrying out the extradition - on the basis of the decision of the General Prosecutor's Office of the Republic of Kazakhstan and the corresponding letter of the Committee of criminal executive system of the Ministry of Internal Affairs Republic of Kazakhstan;
15) crew members of sea vessels traveling to the Republic of Kazakhstan for change of crew - if there are documents confirming the status and membership of the crew of sea (river) vessels;
16) citizens of the Republic of Kazakhstan, when leaving the Republic of Kazakhstan for permanent residence in another state and/or having immigration visas;
3. Citizens of the Republic of Kazakhstan are allowed to travel to foreign countries, with which, by the decision of the Government of the Republic of Kazakhstan, direct (regular, irregular charter flights for tourist purposes) air communication has been resumed. Foreigners that are citizens of states with whom, by the decision of the Government of the Republic of Kazakhstan, direct (regular, irregular charter flights for tourist purposes) air communication has been resumed are allowed to enter the Republic of Kazakhstan - subject to compliance with visa requirements, unless another procedure is provided for by international agreements of the Republic of Kazakhstan. The foreigner must be a citizen of the country with which Kazakhstan has resumed direct air communication, and travel from this country by a direct flight.
4. Together with the interested state bodies, it is allowed to pass through the border aircraft and ground equipment involved in launches from the Baikonur Cosmodrome and activities for the search and evacuation from the landing sites of astronauts and space objects - subject to the established procedure for obtaining permits from the state bodies of the Republic of Kazakhstan to cross the State Border and stay on the territory of the Republic of Kazakhstan.
5. The Ministry of Foreign Affairs of the Republic of Kazakhstan is permitted to determine the possibility of transit traffic through the Republic of Kazakhstan, following an official request from diplomatic services of foreign states, in agreement (including in working order) with the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the Ministry of Health of the Republic of Kazakhstan, the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan.
6. The Ministries of Foreign Affairs, Internal Affairs, and Health are permitted upon an official request of diplomatic missions of foreign states accredited in Kazakhstan to determine the possibility of entry / exit to / from the territory of the Republic Kazakhstan of personnel of foreign diplomatic and consular missions and members of their families, as well as persons invited by foreign diplomatic and consular missions, in agreement (including in working order) with the Border Guard Service of the National Security Committee of the Republic of Kazakhstan.
7. Drivers - citizens of the People's Republic of China, carrying out international cargo transportation, are allowed a visa-free 24-hour entry-exit to transport and logistics centres located on the territory of checkpoints on the Kazakh side of the border.
8. The carriage of passengers is prohibited in the seaports of Aktau and Kuryk, except for drivers of freight vehicles, citizens of the Republic of Kazakhstan returning to Kazakhstan and their personal vehicles. Cargo transshipment through seaports should be carried out strictly in compliance with sanitary and epidemiological standards. It is prohibited for crew members to exit the ships.
