Delegation headed by Deputy General Prosecutor Mr. Zhandos Umiraliev with the assistance of the Consulate General of the Republic of Kazakhstan in Strasbourg took part in the annual conference of the Council of Europe on improving qualifications in the field of human rights ("HELP"), organized on July 6-7 this year in Strasbourg, France.
The event was attended by a member of the National Commission on Human Rights under the President of the Republic of Kazakhstan, the management, and staff of structural subdivisions of the Secretariat of the Council of Europe, representatives of law enforcement, government agencies, as well as lawyers of member-countries of the Council of Europe and Central Asia.
During the conference, negotiations were held with Mr. Christophe Poirel, Director of the Human Rights Department of the Council of Europe. Information about the large-scale reforms carried out in our country in the areas of human rights and the rule of law was provided.
It was reported that the fight against transnational organized crime and the return of stolen assets is one of the priorities for law enforcement agencies of Kazakhstan. In this regard, they expressed the readiness of the Republic of Kazakhstan to accede to the Council of Europe Convention on Mutual Legal Assistance. The accession to this convention will allow creating a stronger legal basis for the execution of our requests in criminal cases in Europe and ensuring the principle of the inevitability of punishment.
Mr. Poirel assured that the Secretariat of the Council of Europe is ready to provide full support to the Republic of Kazakhstan, both in effective implementation of reforms in the field of human rights, and on the issue of accession of our country to the relevant conventions of the Council of Europe.
Following the results, the parties outlined further steps for cooperation under the Program of Neighborly Cooperation of the Council of Europe with Kazakhstan for 2019-2023 and the new Program for 2024-2027, which is planned to be adopted by the Council of Europe this year.
