On April 28, 2021, the regular XXIX session of the Assembly of People of Kazakhstan with the slogan "30 years of unity, peace and harmony"was held in Nur-Sultan under the chairmanship of the First President of Kazakhstan N. Nazarbayev.
The session was held in an online format, which was attended by more than 550 participants. Among them are members of the Assembly from all regions, chairmen of republican and regional ethno-cultural associations, members of Parliament, heads of central executive bodies, political parties, religious associations, representatives of NGOs, scientific and creative intelligentsia and the media.
The first President of Kazakhstan, Nursultan Nazarbayev, noted in his speech that a modern market economy was built in the country, and cardinal reforms were successfully carried out. Today, Kazakhstan is among the 50 most developed countries in the world and a group of countries with an above-average income. At the same time, Kazakhstan is rightfully considered a leader in the field of nuclear disarmament and non-proliferation. On August 29, 1991, the world's largest Semipalatinsk nuclear test site, which had been operating since August 29, 1949, was closed by the Decree of the First President. After gaining independence on December 16, 1991, Kazakhstan voluntarily gave up the fourth largest arsenal of nuclear weapons on the planet.
According to the First President of Kazakhstan, a competent foreign policy has allowed Kazakhstan to establish itself as a peace-loving country, aimed at cooperation and ensuring peace. The country has established friendly, equal and mutually beneficial relations with 183 states of the world, interstate associations and international organizations on the basis of such foreign policy principles as multi-vector approach, pragmatism, proactivity and multilateralism.
N. Nazarbayev stressed that peace and harmony in the country is the basis for the future of all Kazakhstanis and focused on the five principles according to which the state policy and the new identity of the nation should be built in the coming years:
1) the principle of Kazakhstan's patriotism, based on trust and interaction between the state and citizens;
2) the principle of civil equality;
3) the principle of the unifying role of the state language;
4) the principle of "Unity in diversity", which is actually actively supplemented by the principle of interculturalism;
5) the principle of continuous modernization of the nation.
In conclusion, Nursultan Nazarbayev expressed gratitude to all members of the Assembly for the constant support of his course of development of the country and decided to transfer the leadership of the Assembly of People of Kazakhstan to the President of Kazakhstan. He is convinced that this decision will serve the interests of the Assembly's activities and will help President Kassym-Jomart Tokayev to build in unison all the current work and plans for the future of Kazakhstanis, society and the state.
In his speech, the President of Kazakhstan K.Tokayev said that Kazakhstan faces new large-scale tasks. The people of Kazakhstan are committed to building an effective state with a sustainable economy and a fair society with progressive values. To achieve this goal, the key is the national consolidation of representatives of all ethnic groups and faiths in order to selflessly serve the strategic interests of the Motherland. This is true patriotism. The Assembly has all the necessary functionality and, most importantly, the human potential to play a special role in this historically important process.
The Head of State also noted that the Assembly of People of Kazakhstan has become the most authoritative public institution with its own representation in the Parliament in the number of 9 deputies from different ethnic groups on a rotating basis, and the experience of Kazakhstan in the field of interethnic, interreligious politics is widely recognized and in demand at the international level, as evidenced by the regular holding of Congresses of Leaders of World and Traditional Religions and other international forums in Kazakhstan. The Assembly became the foundation of interethnic and inter-confessional harmony in the country. The Assembly's efforts have always focused on the consistent promotion of the universal principle of "unity in diversity".
At the end of his speech, President K.Tokayev proposed to assign the status of Honorary Chairman of the Assembly of People of Kazakhstan to Nursultan Nazarbayev.
At the end of the session, the Assembly adopted the final address to the people of Kazakhstan, which can be found here.
