NOTICE OF PUBLIC AUCTION FOR THE SALE OF A VEHICLE

The auction organizer, the Embassy of the Republic of Kazakhstan in the Republic of Latvia, with its registered address at 2 Jura Alunāna Street, Riga, hereby announces a public auction for the sale of a vehicle.

Auction method: Ascending-price auction.

Date, time and venue of the auction: 27 October 2026 at 11:00 a.m., 2 Jura Alunāna Street, Riga, LV-1010.

Auction bidding increment (5% of the starting price): EUR 305.00 (three hundred and five euros and zero cents).

Conditions of Participation and Application Procedure

  1. Individuals and legal entities that have submitted their applications within the prescribed deadline and paid the required security deposit are eligible to participate in the auction.
  2. Applications and participant registrations shall be submitted in writing at the following address: 2 Jura Alunāna Street, Riga, LV-1010.
  3. Application deadline: 23 October 2026 at 6:00 p.m.
  4. The participant offering the highest price shall be declared the winner of the auction.
  5. The security deposit paid by the successful bidder shall be credited towards the purchase price of the vehicle. Security deposits paid by all other participants shall be refunded within 15 working days.
  6. To participate in the auction, applicants must submit the following documents to the auction organizer at the address specified above:
  7. An application in the prescribed form.
  8. For individuals – a copy of a valid identity document. For legal entities – a copy of the identity document of the legal entity's representative and a document confirming the legal entity's state registration in accordance with the legislation of the Republic of Latvia.
  9. A copy of the payment document confirming payment of the security deposit.
  10. Before paying the security deposit and submitting an application, auction participants are required to carefully review this announcement and the draft agreement, and inspect the technical condition of the vehicle. Participants shall not be entitled to request any improvements, modifications or repairs to the vehicle, or exemptions from any taxes, fees or other expenses related to the re-registration of the vehicle or the transfer of ownership.
  11. If the successful bidder fails to fulfil the terms of the agreement within the prescribed period, the bidder shall be deemed to have waived the right to purchase the vehicle, and any payments made, including the security deposit, shall not be refunded. Bank charges incurred in transferring the security deposit shall not be refunded to auction participants. Bid rigging, collusion among bidders and any other forms of unlawful interference with the auction process are strictly prohibited.

Buyer's Obligations and Collection of the Vehicle

The buyer who has offered the highest price shall be required to sign the Auction Results Protocol immediately upon completion of the auction.

The buyer shall transfer the full purchase price of the vehicle, less the security deposit previously paid, within 10 working days from the date of signing the sale and purchase agreement.

All expenses related to the transfer and re-registration of ownership, payment of taxes, administrative fees, customs duties and any other charges associated with the purchase of the vehicle shall be borne entirely by the buyer.
