President Kassym-Jomart Tokayev delivered his annual Address to the people of Kazakhstan at a joint session of both chambers of the Parliament.

Earlier it was reported that in the Address the President will announce the priority goals of the socio-economic development of the country for the coming period.
The President says that Kazakhstan needs a set of rules for budget management. It should be developed and adopted by the end of the year. "There is a tendency when the budget deficit and the transfer from the National Fund increase. It will not work all the time to follow this path. Measures are needed to increase budget revenues. But, first of all, cost control." Tokayev also noted that it is necessary to create a National Geological Service. Access to the subsoil should be obtained honestly, without backstage discussions
