Speech by President Kassym-Zhomart Tokayev at a meeting of the State Commission on the State of Emergency

A set of measures to support the national economy:
The total package of anti-crisis measures, excluding tax preferences and support at the local level, will amount to 4.4 trillion tenge or 10 billion dollars.
1. Suspension of payments of principal and interest on all loans to small and medium-sized businesses affected by the current negative situation.
2. Provide SMEs with a deferral of payment of all types of taxes and other obligatory payments for a period of 3 months, without charging fines and penalties.
3. Consider the need for a temporary reduction in VAT on agricultural products and food products, zeroing of customs duties on critical imports
4. Provide measures to preserve jobs and stable wages.
5. Suspend from March 20 of the current year for a period of three months the calculation of rental payments for their property for SMEs.
6. To work out the possibility of exemption from rental of commercial real estate.
7. All payments for actually rendered services and works must be made within 5 days.
8. State agencies and quasi-state-owned companies should not levy penalties and include a supplier in the register of unreliable suppliers if the failure to fulfill the contract is connected with current negative phenomena in the economy. As soon as possible, create a register of domestic producers and introduce a special regime of public procurement, providing for the abolition of the need to make a security deposit or a bank guarantee.
9. Should continuously monitor local large producers. As part of it, to carry out individual work to support them, including through the allocation of working capital at a preferential interest rate, the provision of supermarket shelves and other measures.
10. Financing of the program “Economics of simple things” up to 1 trillion tenge. These are significant funds provided at an affordable rate of 6% per annum. They can be used primarily for investment purposes. It was decided to provide another 600 billion tenge for loans to working capital of small and medium-sized businesses at 8% per annum. Another tool to maintain business activity and employment will be the special program “Employment Roadmap”. This tool performed well during previous crises. I have already instructed to ensure its financing at the level of not less than 300 billion tenge. Based on incoming applications from the regions, we have reserves to increase it to 1 trillion tenge. This will create 250 thousand jobs and help us to realize not only local objects, but also a number of republican ones, including the construction of reservoirs, dams and other structures.
11. Ensure the mandatory sale by the quasi-public sector entities of a part of their export earnings in the country's foreign exchange market.
12. draw up a schedule of a phased return of foreign currency deposits of quasi-state-owned companies in the financial system of Kazakhstan.
13.national companies must pay dividends to the state last year in the amount of up to 100 percent of net income
14. It should regularly begin to provide free grocery sets to large families, people with disabilities and other groups of socially vulnerable segments of the population. Kits should consist primarily of domestic products
15. Develop a set of measures to support employers, especially SMEs.
16. According to preliminary calculations, the current situation negatively affected the financial condition of about 500 thousand citizens. Therefore, for the period of the state of emergency, I instruct you to start making monthly payments to people who have lost income due to the state of emergency, in the amount of 1 wage (42,500 tenge). In total, at least 1.5 million of our fellow citizens can count on this assistance.
