Happy Republic Day!
Dear people of Kazakhstan! Dear compatriots!
Please accept our most sincere congratulations on the national holiday - the Day of the Republic of Kazakhstan!
Today, October 25th, Kazakhstan celebrates the country's national holiday - Republic Day.
This is the day of revival of the centuries-old tradition of Kazakh statehood. This is the day when the dream of the ancestors who fought for freedom came true.
This year the Republic of Kazakhstan turns 32 years old, but the first steps towards Independence were taken even earlier, in 1990.
For Kazakhstan, this day can rightfully be called historical. On October 25th, 1990, at an extended meeting, 360 deputies of the Supreme Council of the Kazakh Soviet Socialist Republic adopted an important document - the Declaration of State Sovereignty of the Kazakh Soviet Socialist Republic. This document formed the political and legal basis of our Independence.
The Declaration itself, from the very first article, establishes that the Kazakh Soviet Socialist Republic is a sovereign state within the Union. Based on this, the entire further idea of the document was built.
The Declaration for the first time enshrined such principles of statehood as integrity, indivisibility and inviolability of territory, the development of the culture of peoples and their languages, and the strengthening of national identity.
The document also proclaimed the principle of independent resolution of political, economic and social problems. The Kazakh Soviet Socialist Republic received the right to create its own internal troops, state security and internal affairs bodies. The President was recognized as the leader of the country, the head of the administrative and executive supreme power.
In honor of the Declaration adopted in 1995, October 25th was declared a national holiday - Republic Day.
However, in 2009, the attitude towards it changed: the Declaration of state sovereignty began to be considered an intermediate stage, after which a more important event occurred - the declaration of Independence of Kazakhstan. In April 2009, the celebration of Republic Day was canceled, and until 2022, Independence Day was celebrated on December 16th.
Some experts believed that the Declaration proclaimed the sovereignty of the Kazakh Soviet Socialist Republic, and not Kazakhstan. It emphasized that people can retain USSR citizenship. It also did not guarantee Kazakhstan’s independence in international relations. The country was part of the USSR, although it had the right to leave it.
Based on the principles set out in the Declaration, about a year later, on December 16th, 1991, the Constitutional Law “On State Independence of the Republic of Kazakhstan” was adopted. Only after the adoption of this Law did Kazakhstan acquire the legally formalized status of an independent state recognized by the world community.
Of course, both the Declaration of State Sovereignty and the Law on State Independence laid a solid foundation for the further constitutional development of our country.
The President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, proposed to celebrate the Republic Day holiday again at the first meeting of the National Kurultai of Kazakhs in June 2022.
Today we are proud of Kazakhstan’s achievements in the political and economic spheres, its successes in the international arena.
On this holiday we wish you and your loved ones good health, happiness, peace and harmony, success in work, new achievements, stability and cohesion!
Prosperity to our Motherland - the Republic of Kazakhstan!
