On Amendments and additions to the decision of the Maslikhat No. 89 dated December 28, 2023 "On Approval of the Rules for Providing Social Assistance, establishing its size and determining the list of certain categories of needy citizens"
Mendykara district maslikhat DECIDED:
1. To make the following amendments and additions to the decision of the Maslikhat "On approval of the Rules for providing social assistance, establishing its size and determining the list of certain categories of needy citizens" dated December 28, 2023 No. 89 (registered in the Register of State Registration of Normative Legal Acts under No. 10134-10):
in the Rules for the provision of social assistance, the establishment of its size and the definition of a list of certain categories of needy citizens approved by the said decision:
Paragraph 2 should be reworded:
"2. The main terms and concepts used in these Rules:
1) The State Corporation "Government for Citizens" (hereinafter - the State Corporation) is a legal entity established by decision of the Government of the Republic of Kazakhstan to provide public services in accordance with the legislation of the Republic of Kazakhstan, organize work on accepting applications for the provision of public services and issuing their results to the service recipient on the principle of "one window", ensuring the provision of public services services in electronic form;
2) special commission - a commission created by the decision of the akim of the district to consider the application of a person (family) applying for social assistance to certain categories of needy citizens;
3) holidays - days of national and state holidays of the Republic of Kazakhstan;
4) social assistance - assistance provided by the local executive body in cash to certain categories of needy citizens (hereinafter referred to as recipients), as well as on holidays and memorable dates;
5) authorized body for the provision of social assistance - the local executive body of the district providing social assistance;
6) the subsistence minimum is the minimum monetary income per person, equal in value to the value of the minimum consumer basket calculated by the statistical body in the Kostanay region;
7) average per capita income - the share of total family income per family member per month;
8) festive dates (hereinafter - memorable dates) - professional and other holidays of the Republic of Kazakhstan;
9) authorized state body - the central executive body responsible for the management and intersectoral coordination in the field of social protection of the population in accordance with the legislation of the Republic of Kazakhstan, regulation, control functions over the activities of the State Social Insurance Fund;
10) precinct commission - a special commission created by the decision of the akims of the relevant administrative-territorial units to conduct a survey of the financial situation of persons (families) who have applied for targeted social assistance;
11) the maximum amount is the approved maximum amount of social assistance.";
Paragraph 4 should be reworded:
"4. List of holidays and memorable dates for the provision of social assistance:
1) The day of withdrawal of a limited contingent of Soviet troops from the Democratic Republic of Afghanistan is February 15;
International Day of Remembrance of the Chernobyl Disaster - April 26;
3) Defender of the Fatherland Day - May 7;
4) Victory Day - May 9th;
5) The closing day of the Semipalatinsk nuclear test site is August 29.";
Paragraph 5 should be reworded:
"5. Social assistance for holidays and memorable dates is provided at a time, excluding income, to the following categories of citizens:
1) The day of withdrawal of a limited contingent of Soviet troops from the Democratic Republic of Afghanistan is February 15:
military personnel of the Soviet Army, Navy, State Security Committee, officers and enlisted personnel of the Ministry of Internal Affairs of the former Union of Soviet Socialist Republics (hereinafter referred to as the USSR Union) (including military specialists and advisers) who, in accordance with the decisions of government bodies of the former USSR, took part in hostilities in Afghanistan, in in the amount of 50,000 (fifty thousand) tenge;
