the chief specialist of the department of legal and personnel work of the state institution "Apparatus of the Mendykarinsky district Maslikhat", category E-4 (1 unit), with an official salary depending on the length of service from 100696 to 136444 tenge.
Functional responsibilities: Organization and execution of work on the appeals of individuals and legal entities to the secretary of the maslikhat. Accounting and control of the execution of received requests. Organization of work on accounting and storage of completed cases, work with the district archive. Maintaining personal files, making the necessary entries in the work book. Preparation and holding of competitions for vacant positions. Organizes the implementation of the Methodology for evaluating the activities of administrative civil servants of the corps "B". Accounting of incoming and outgoing documentation, participation in the preparation of information materials for deputies and review materials on the Laws of the Republic of Kazakhstan. Analysis of the qualitative composition of civil servants, preparation of statistical reports on personnel, including through the personnel management information system "E-Kyzmet".
Postgraduate or higher education: social sciences, economics and business, law, humanities, education, technical sciences and technologies, natural sciences, services, agricultural sciences.
Post-secondary or technical and vocational education is allowed: education, law, art and culture, service, economics and management, metrology, standardization and certification (by industry), communications, telecommunications and information technology, construction and utilities, agriculture, veterinary medicine and ecology if you have at least one year of public service experience or at least two years of work experience in the fields of, corresponding to the functional areas of a specific position in this category.
Work experience with a higher education is not required.
Availability of the following competencies: stress tolerance, initiative, responsibility, orientation to the consumer of services and his information, integrity, self-development, efficiency, cooperation and interaction, management of activities.
Knowledge of the legislation of the Republic of Kazakhstan:
Knowledge of the Constitution of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan "On Public Service of the Republic of Kazakhstan", "On Combating Corruption", "On Local Public Administration and Self-Government in the Republic of Kazakhstan", "On Public Services", the Administrative Procedural Code of the Republic of Kazakhstan, the Ethical Code of Civil Servants of the Republic of Kazakhstan (Rules of ethics of civil servants) approved by the Decree of the President of the Republic of Kazakhstan dated December 29, 2015 No. 153, regulatory legal acts of the Republic of Kazakhstan, regulating relations in the areas corresponding to the specialization of a particular position in this category. Other mandatory knowledge necessary for the performance of functional duties in positions of this category.
The competition is held on the basis of the Rules of the competition for the occupation of the administrative public position of the corps "B", approved by the order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated February 21, 2017 No. 40 (hereinafter – the Rules).
