These advantages are high moral responsibility, professional knowledge, the ability to apply them in practice, fairness, honesty, and an active life position. Every person in the public service should feel the significance of their work and should be a patriot. The formation of the image of the public service involves ideological, political and cultural aspects. The process of forming a positive image of a civil servant is closely interrelated with the image policy of the Executive power. The main provisions on the formation of a positive image of a civil servant are outlined in the Code of Honor of civil servants of the Republic of Kazakhstan: «Performing public service is an expression of special trust on the part of society and the state and places high demands on the morals and moral and ethical image of public servants». Creating a positive image of the public service is a difficult and lengthy process. Everyone knows the work of a civil servant and the principles of behavior. Its authority is part of the authority of the state power. Looking at the work of a particular civil servant and the General work of the heads of state bodies of all branches of government, the people assess the state power as a whole. Based on this, we can judge what high responsibility is assigned to civil servants. Being a civil servant is a high honor, so along with professionalism, a civil servant must have moral qualities. A candidate for public service, aware of his responsibility to the people, should raise the image of the public service. A civil servant must use his power and authority correctly and must be honest. In public service, he should not work for himself, but for the state welfare, and should not confuse his pocket with public funds. A civil servant must lead a lifestyle in full compliance with the requirements of the law. In any position, in any situation, a civil servant should work without losing the trust of the people and citizens of their country.
A Kazakh civil servant should be an example of honesty, modesty, be able to behave in society, be able not only to lead a team, but also be able to obey, along with the ability to demand from subordinates performance, should himself have the ability to perform. In case of detection of violations of state interests or manifestations of corruption, immediately stop such facts and take the necessary measures.
