The order of admission of citizens to the public service
Entering the political public service:
Admission to the civil service of political civil servants is carried out on the basis of appointment or election, as well as in other cases in the manner and on the conditions established by the legislation of the Republic of Kazakhstan.
Admission to the administrative public service:
Citizens of the Republic of Kazakhstan have the right to occupy an administrative public position. The occupation of an administrative public position is carried out on a competitive basis.
Occupation of an administrative civil service position by an administrative civil servant may be carried out without competitive selection in the order of transfer if it meets the qualification requirements for the relevant vacant position with the consent of the administrative civil servant and the authorized body or its territorial subdivision.
Political civil servants, as well as deputies of the Parliament, deputies of maslikhats who work on a permanent basis, who have terminated their powers and meet the qualification requirements, are entitled to occupy an administrative public position outside the competitive selection. The procedure for holding administrative public positions by political civil servants and deputies of Parliament, deputies of maslikhats working on a permanent basis is determined by the President of the Republic of Kazakhstan.
It is not allowed to establish any direct or indirect restrictions upon entering the civil service depending on gender, race, nationality, language, social origin, property status, place of residence, attitude to religion, beliefs, membership in public associations and any other circumstances.
