The Program for the development of domestic value and export–oriented industries (hereinafter referred to as the Program) is aimed at expanding the range of industrial goods in demand in the domestic and foreign markets by developing basic conditions, creating production of basic raw materials, providing systemic, long-term incentives for the modernization and formation of new industries and increasing the competitiveness of existing and new Kazakhstani companies.
The current model of development, focused on gradual growth in an unstable environment in the global economy and limited mechanisms for supporting entrepreneurs (obligations of the World Trade Organization (hereinafter – WTO), the Eurasian Economic Union (hereinafter – EAEU), requires a reassessment and transition to a new model of economic growth.
In this regard, it is necessary to stimulate the growth of production of Kazakhstani goods by expanding and "complicating" the nomenclature through the reloading of existing enterprises, updating their fixed assets and launching new production facilities, production of basic raw materials, creating a regulatory framework, removing barriers, providing basic infrastructure, affordable financing, including through attracted investments to increase the localization of production aimed at saturation of the domestic market with subsequent export, for successful competition with foreign suppliers in the domestic market.
At the same time, it should be taken into account that in the medium term, the share of state funding should consistently decrease in favor of extra-budgetary sources.
The approach to the implementation of this Program will be based on the implementation of projects and systemic measures to stimulate the organization of new industries.
