On Amendments and additions to the orders of the Deputy Prime Minister - Minister of Labor and Social Protection of the Republic of Kazakhstan dated June 30, 2023 No. 283 "On approval of the Rules for providing sanatorium treatment to persons with disabilities and children with disabilities in accordance with the individual program of habilitation and rehabilitation of persons with disabilities" and the Deputy Prime Minister - The Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated June 30, 2023 No. 285 "On approval of the Rules for Registration of Suppliers of Goods and (or) Services or their de-registration on the Social Services Portal, as well as admission of goods and (or) services to the Social Services portal"

I ORDER YOU:       1. To amend the order of the Deputy Prime Minister - Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated June 30, 2023 No. 283 "On approval of the Rules for providing sanatorium treatment to persons with disabilities and children with disabilities in accordance with the individual program of habilitation and rehabilitation of persons with disabilities" (registered in the Register of State Registration of normative Legal Acts under No. 32988) the following additions:       In the Rules for the provision of sanatorium treatment to persons with disabilities and children with disabilities in accordance with the individual program of habilitation and rehabilitation of persons with disabilities, approved by the specified order:       add paragraphs 44-1 and 44-2 as follows:       "44-1. The arrival of a person with a disability at a sanatorium-resort organization is recorded on the portal with a one-time password or GPS location information (Global Positioning System).       44-2. An electronic log of arrival at the sanatorium-resort organization is formed in the supplier's office in accordance with Appendix 5-1 to these Rules";       add Appendix 5-1 according to Appendix 1 to this order.       2. To amend the order of the Deputy Prime Minister - Minister of Labor and Social Protection of the Republic of Kazakhstan dated June 30, 2023 No. 285 "On Approval of the Rules for Registration of suppliers of goods and (or) services or their de-registration on the social services portal, as well as admission of goods and (or) services to the social services portal" (registered in the Register of State Registration of Normative Legal Acts under No. 32989) the following change:       The rules for registration of suppliers of goods and (or) services or their de-registration on the social services portal, as well as the admission of goods and (or) services to the social services portal approved by the said order, should be set out in a new version in accordance with Appendix 2 to this order;       Annex 2 to the order should be set out in a new version in accordance with Annex 3 to this order.       3. The Department for Inclusion of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan shall ensure, in accordance with the procedure established by law:       1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;       2) posting of this order on the Internet resource of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan after its official publication;       3) within ten working days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, submission to the Department of Legal Service of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan of information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph.       4. Control over the execution of this order shall be entrusted to the supervising Vice-Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan.       5. General provisions       1. These Rules for the registration of suppliers of goods and (or) services or their de–registration on the social services portal, as well as the admission of goods and (or) services to the social services portal (hereinafter - the Rules) are developed in accordance with paragraph twenty-fourth subparagraph 5) of Article 12 of the Social Code of the Republic of Kazakhstan (hereinafter – the Code) and determine the procedure for registration of suppliers of goods and (or) services or their de-registration on the social services portal, as well as the admission of goods and (or) services to the social services portal.       2. The following concepts are used in these Rules:       1) special means of transportation – a type of technical assistance that ensures the movement of a person with a disability;       2) the social services portal (hereinafter referred to as the portal) is an object of informatization, which is a single point of access to goods and services provided by suppliers for persons with disabilities on the terms of reimbursement by local executive bodies of their cost within the guaranteed amount in accordance with the Code;       3) individual assistant – a person who provides services for accompanying a person with a disability of the first group who has difficulty moving and providing assistance when visiting facilities;       4) services – services of an individual assistant, a sign language specialist, provision of sanatorium treatment, special social services;       5) suppliers of goods and (or) services on the portal (hereinafter referred to as suppliers) are legal entities and individuals engaged in entrepreneurial activities.       6) goods – TSR and special means of transportation;       7) technical auxiliary (compensatory) means (hereinafter referred to as TSR):       prosthetic and orthopedic products are products that replace missing limbs or other parts of the body, compensate for impaired or lost body functions due to disease or damage to health;       sign language equipment – technical means for correction and compensation of hearing disorders, as well as sound-amplifying means of communication and information transmission;       typhlotechnical means – technical means aimed at correcting and compensating for the lost opportunities of persons with disabilities as a result of visual impairment;       mandatory hygiene products – products intended for the administration of natural physiological needs and requirements;       8) sanatorium-resort treatment is a type of medical rehabilitation carried out in conditions of temporary stay of persons in a sanatorium–resort organization;       9) sign language specialist – a specialist who provides services to persons with disabilities in sign language translation from any language into the dactylic alphabet and (or) sign language. Chapter 2. The procedure for registering suppliers on the portal and their de-registration on the portal Paragraph 1. The procedure for registering suppliers on the portal       3. Suppliers are registered on the portal in accordance with paragraph 6 of Article 167 of the Code:       1) having a certificate of conformity or a declaration of conformity for the supplied TSR, special vehicles (hereinafter referred to as goods);       2) having a registration certificate for the supply of technical auxiliary (compensatory) means and special means of transportation related to medical devices subject to state registration and re-registration;       3) those who have submitted documents confirming the compliance of the supplied goods and (or) the provision of services with the requirements of the classifier of technical auxiliary (compensatory) means, special means of transportation and services provided to persons with disabilities, approved by the authorized state body in accordance with paragraph twenty-fifth of subparagraph 5) of Article 12 of the Code.       4) those who do not have tax debts and social payment arrears;       5) not subject to bankruptcy or liquidation proceedings;       6) not included in the register of unscrupulous participants in public procurement in accordance with the legislation of the Republic of Kazakhstan on public procurement;       7) not included in the register of unscrupulous procurement participants and (or) the list of unreliable potential suppliers (suppliers) of the National Welfare Fund, provided for by the legislation of the Republic of Kazakhstan on procurement of certain subjects of the quasi-public sector;       8) submitted documents confirming the origin, characteristics and price for the sale of goods and (or) the provision of services;       9) those who have a license to carry out activities, for which a license is required in accordance with the Law of the Republic of Kazakhstan "On Permits and Notifications";       10) having a document confirming their qualifications in providing the services of a sign language specialist.       The requirements of the first part of paragraph 3 do not apply to the services of an individual assistant.       In the absence of information in the information systems of government agencies, the information is entered by the supplier independently with the attachment of supporting documents in electronic form.       4. To register on the portal, suppliers sign an agreement concluded on the social services portal (hereinafter referred to as the agreement) with an electronic digital signature (hereinafter referred to as EDS) issued by an accredited certification center of the Republic of Kazakhstan.       5. In order to register on the portal, suppliers submit a signed EDS application in accordance with Appendix 1 to these Rules with the attachment of the generated data and information received from the information systems of state bodies.
