Chapter 1. General provisions

Chapter 2. Mission, main functions, functions, rights and obligations of the state body
The state institution "Daulet village Akim's Office" implements state policy in the field of local budget execution, ensuring the transition to the state language in all spheres of public service, participation in events to resolve legal and other issues of the district akim's activities.

coordination of the activities of territorial divisions of state bodies and local self-government bodies of rural settlements for the prevention of terrorism, as well as minimizing and (or) eliminating the consequences of terrorism in the relevant territory through anti-terrorist commissions;
monitoring and quality control of public services provided by local executive bodies;

In order to carry out the main duties and functions assigned to him in accordance with the procedure established by law, the following rights are granted:
1) to request and receive from state bodies, institutions of the Republic of Kazakhstan, their authorized persons the necessary documents, conclusions, certificates and other materials and information;
2) to make proposals and participate in the development of draft normative legal resolutions of the akimat of the village and normative legal decisions of the akim of the village;
3) making proposals on the creation, reorganization, liquidation of structural divisions of the office of the akim of the village, subordinate institutions of the akimat of the village;
4) organization of registration of acts of civil status in accordance with the procedure established by law;
5) to manage the property transferred to him;
6) for the organization of education, training and retraining of personnel;
7) correspondence with state and non-state bodies and institutions on issues related to the competence of the state institution "Office of the Akim of the village of Daulet" ;
8) exercise other powers in accordance with the legislation of the Republic of Kazakhstan.
Chapter 3. Organization of the activities of the state body
17.The management of the state institution "Apparatus of the akim of the village of Daulet" is carried out by the first head, who is personally responsible for the fulfillment of the tasks assigned to the state institution "Apparatus of the Akim of the village of Daulet " and the exercise of his functions.
18.the first head of the state institution "Apparatus of the Akim of the village of Daulet " is appointed and dismissed by the akim of the village.
1) appoints and dismisses employees of the institution in accordance with the legislation of the Republic of Kazakhstan;
2) develops the structure of the state institution "The Office of the akim of the village of Daulet" and submits it for approval to the akim of the district;
3) approves current plans;
4) in accordance with the procedure established by law, resolves issues of encouragement, provision of financial assistance, establishment of disciplinary penalties for employees of the state institution "Apparatus of the Akim of the village of Daulet" ;
5) issues and signs orders on management issues within its competence;
6) defines the duties and competencies of employees of the state institution "The Office of the Akim of the village of Daulet" ;
7) organizes and directs the work of the state institution "The Office of the Akim of the village of Daulet", is personally responsible for the fulfillment of assigned tasks and the exercise of their functions;
8) exercise other powers in accordance with the legislation of the Republic of Kazakhstan;
9) is personally responsible for the organization of anti-corruption in the state institution "the office of the akim of the village of Daulet".
10) approves the structure and staffing of the apparatus, the regulations on its structural divisions;
11) carries out general management of the activities of the disciplinary and competition commissions of the staff;
12) monitors compliance with official discipline;
13) resolves issues of disciplinary responsibility of civil servants of the apparatus, with the exception of employees whose employment relations are within the competence of higher officials;
14) monitors the implementation of decisions taken by rural local executive and representative bodies;
15) exercise other powers assigned by laws and other regulatory legal acts of the Republic of Kazakhstan.

17) organizes professional adaptation and mentoring in a government agency;
18) ensures the professional development of the personnel of the state body, including through internships, training, retraining, advanced training of civil servants in accordance with the established deadlines;
19) organizing and ensuring the activities of competitive, disciplinary, certification and other personnel commissions;
20) organizes the selection of personnel, registration of documents related to the passage of civil servants in public service, accounting for personal data of civil servants, evaluating the activities of administrative civil servants;
21) organizes timely and high-quality development of materials for submission to state awards;
22) structural divisions act on the basis of these Regulations and regulations on divisions and (or) structural divisions approved by the order of the chief of Staff.
The execution of the powers of the first head of the state institution " The Office of the akim of the village of Daulet " during his absence is carried out by the person replacing him in accordance with the current legislation.
Chapter 4. Property of the state body
The property of the state institution "Daulet village Akim's Office" is formed at the expense of property transferred to it by the owner, as well as property acquired as a result of its own activities (including monetary income) and other sources not prohibited by the legislation of the Republic of Kazakhstan.
