The Department of State Architectural and Construction Control of Mangystau Region provides public services on a free and paid basis in accordance with the rules for providing public services.In accordance with the Register of State Services, approved by Order No. 662/НН of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan dated December 17, 2025, the Department provides for 5 types of services:
1. Issuance of licenses for construction and installation works;
2. Issuance of licenses for design activities;
3. Issuance of licenses for prospecting activities;
4. Accreditation of project management organizations in the field of architecture, urban planning and construction;
5. Certification of experts performing expert work and engineering services in the fields of architecture, urban planning and construction activities.
According to the final report of the internal control over the quality of public services for the 4th quarter of 2025: The total number of services provided is 192 (Q4 2024 - 192), including:
1. Issuance of licenses for construction and installation works - 105;
2. Issuance of licenses for design activities - 40;
3. Issuance of licenses for prospecting activities - 3;
4. Accreditation of project management organizations in the field of architecture, urban planning and construction - 0;
5. Certification of experts performing expert work and engineering services in the field of architecture, urban planning and construction activities - 44.
In November 2025, employees of the Licensing and Certification Department of the State Architectural and Construction Control Department of Mangystau Region conducted explanatory work for representatives of individuals and legal entities on the licensing procedure in the construction sector and the state services provided for the certification of experts performing expert work and engineering services in the field of architecture, urban planning and construction activities.
