In accordance with subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public Services", I ORDER:
1. To approve the attached standard of the state service "Accreditation of organizations for project management in the field of architecture, urban planning and construction".
2. The Committee for Construction, Housing and Communal Services and Land Management of the Ministry of National Economy of the Republic of Kazakhstan in accordance with the procedure established by law to provide:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within five calendar days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, sending a copy of it in printed and electronic form for official publication in periodicals and the information and legal system "Adilet", as well as to the Republican Legal Information Center for entry into the reference control bank of regulatory legal acts of the Republic of Kazakhstan;
3) placement of this order on the official Internet resource of the Ministry of National Economy of the Republic of Kazakhstan;
4) within ten working days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, submission to the Legal Department of the Ministry of National Economy of the Republic of Kazakhstan of information on the implementation of measures provided for in subparagraphs 1), 2) and 3) of this paragraph.
3. Control over the execution of this order shall be entrusted to the supervising Vice-Minister of National Economy of the Republic of Kazakhstan.
4. This order shall enter into force upon the expiration of twenty-one calendar days after the date of its first official publication.

Chapter 1. General provisions
1. The State service "Accreditation of organizations for project management in the field of architecture, urban planning and construction" (hereinafter – the state service).
2. The standard of public service was developed by the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan (hereinafter – the Ministry).
3. The state service is provided by the local executive bodies of the regions, the cities of Nur-Sultan, Almaty and Shymkent (hereinafter referred to as the service provider).
Acceptance of the application and issuance of the result of the provision of public services is carried out through the e-government web portal: www.egov.kz (hereinafter referred to as the portal).
Chapter 2. The procedure for the provision of public services
4. The term of rendering the state service is 20-40 minutes.
5. Form of public service provision: electronic (fully automated).
6. The result of the provision of public services is a certificate of accreditation in the form according to Annexes 1 to this standard of public services.
The form of providing the result of the provision of public services: electronic.
7. The state service is provided to legal entities (hereinafter referred to as the service recipient) on a free basis.
8. Work schedule:
1) service provider – from Monday to Friday, from 9.00 to 18.30, with a lunch break from 13.00 to 14.30 hours, except weekends and holidays, according to the labor legislation of the Republic of Kazakhstan;
2) the portal – around the clock, except for technical breaks in connection with repair work (when the service recipient applies after the end of working hours, on weekends and holidays, according to the labor legislation of the Republic of Kazakhstan, applications are accepted and the results of the provision of public services are issued on the next working day).
9. List of documents required for the provision of public services when the service recipient applies to the portal:
application in the prescribed form according to Appendix 2 to this standard of public services;
information and documents in accordance with the licensing requirements in accordance with Annex 3 to this standard of public services.
Chapter 3. The procedure for appealing decisions, actions (inaction) of service providers and (or) its officials on the provision of public services
10. To appeal against decisions, actions (omissions), the service provider and (or) its officials on the provision of public services: the complaint is filed to the head of the service provider at the addresses specified in paragraph 13, or to the head of the Ministry at the address: 010000, Nur-Sultan city, Mangilik El Avenue 8, Ministry House, 10 entrance, phone: 8 (7172) 74-19-28, 74-19-45.
The complaint is filed in writing by mail, or on purpose through the office of the service provider or the Ministry.
Confirmation of acceptance of the complaint is registration (stamp, incoming number and date) in the office of the service provider or the Ministry, indicating the surname and initials of the person who accepted the complaint, the date and place of receipt of the response to the complaint.
In the complaint of a legal entity, its name, postal address, outgoing number and date are indicated. The appeal is signed by the service recipient.
The complaint of the service recipient received by the service provider, the Ministry, is subject to consideration within 5 (five) working days from the date of its registration. A reasoned response on the results of consideration of the complaint is sent to the recipient by mail or is issued on purpose in the office of the service provider or the Ministry.
In case of disagreement with the results of the rendered public service, the service recipient submits a complaint to the authorized body for the assessment and control of the quality of public services.
The complaint of the service recipient received by the authorized body for the assessment and control of the quality of public services is considered 15 (fifteen) working days from the date of its registration.
11. In cases of disagreement with the results of the rendered public service, the service recipient applies to the court in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
Chapter 4. Other requirements taking into account the specifics of the provision of public services rendered in electronic form
12. Addresses of places where public services are provided are posted on the Internet resources of: service provider;
13. The service recipient has the opportunity to receive information about the procedure and status of the provision of public services in remote access mode through a Single contact Center for the provision of public services.
14. The contact phone numbers of the service provider's help services for the provision of public services are available on the Ministry's Internet resources: www.miid.gov.kz , service provider. Unified contact center for the provision of public services: 1414, 8 800 080 7777.
