In accordance with subparagraph 23-9) of Article 20 of the Law of the Republic of Kazakhstan "On Architectural, Urban Planning and construction activities in the Republic of Kazakhstan", I ORDER:
1. Approve the attached unified qualification requirements for the implementation of licensed architectural, urban planning and construction activities.

2. The Committee for Construction, Housing and Communal Services and Land Management of the Ministry of National Economy of the Republic of Kazakhstan (Smagulov B.A.) to provide in accordance with the procedure established by law:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) the official publication of this order in the information and legal system "Adilet" and in the mass media;
3) placement of this order on the official Internet resource of the Ministry of National Economy of the Republic of Kazakhstan.
3. To assign control over the execution of this order to the Vice-Minister of National Economy of the Republic of Kazakhstan Uskenbayev Kairbek Aitbayevich.
4. This order shall enter into force upon the expiration of twenty-one calendar days after its first official publication.

Section 1. Survey activity
1
the presence in the staff of at least one engineering and technical employee who has the appropriate higher professional education in the field of prospecting and work experience (labor activity) of work for at least three years in the profile of works that are part of the requested subspecies of the licensed type of activity, or the corresponding secondary professional or technical and professional education in the field of prospecting, labor work experience (work activity) of at least five years according to the profile of the work, included in the requested subspecies of the licensed type of activity
a form of information containing information on the availability of qualifications and work experience of engineering and technical workers in accordance with the annex to these qualification requirements

availability of a production base on the right of ownership (economic management or operational management) and (or) lease for a period of at least one year (with state registration in the legal cadastre), equipped with:
1) administrative and industrial buildings or premises necessary to perform the declared types of work, a subspecies of the licensed type of activity. At the same time, administrative, industrial and other buildings or premises of the production base can be combined, if this does not contradict the requirements of the occupational health and safety system during work;
2) workplaces organized in accordance with working conditions

2) a personal computer with installed software necessary for performing calculations, drawing up and registration of graphic and other materials in the implementation of engineering and geodetic works

availability of instructions approved by the applicant (licensee) on the quality control system regulating the proper performance of work and quality assurance (standard control, quality control of work)

availability of rules and instructions approved by the applicant (licensee) on the occupational health and safety system with the attachment of documents confirming the training of a responsible engineering and technical worker

Section 2. Project activities
Chapter 1. Qualification requirements for licensees of the III category to engage in project activities:

the presence in the staff of at least one certified engineering and technical worker who has the appropriate certificate for the profile of the works included in the requested subspecies of the licensed activity and who works on a permanent basis with the applicant in one of the following specializations:
chief project engineer, chief project architect, chief designer, leading design engineer.
If at least one engineering and technical employee working on a permanent basis with foreigners or foreign legal entities has a corresponding permit document for the profile of works that are part of the requested subspecies of the licensed type of activity, issued in accordance with the procedure provided for by the legislation of the participating state of the Organization for Economic Cooperation and Development, these requirements do not apply
the form of information containing information on the availability of certified engineering and technical workers in accordance with the annex to these qualification requirements

availability of administrative and household premises on the right of ownership (economic management or operational management) and (or) lease for a period of at least one year (with state registration in the legal cadastre), equipped with workplaces organized in accordance with working conditions
