On September 12 of this year, at the initiative of the Ministry of Information and Social Development of the Republic of Kazakhstan, a meeting was held between Minister Aida Balayeva and representatives of the Presidential Youth Personnel Reserve and a number of heads of key state bodies.
Aida Balayeva spoke about the priority directions of the Ministry's activities for the implementation of the President's Address to the people of the country. According to the minister, the public positively perceived the Address of the Head of State.
“The explanations and discussion of the Address were held with the involvement of a wide range of stakeholders. For ten days, a large number of meetings, round tables and conferences dedicated to the Message took place throughout the country. More than 5 thousand materials were published in the media, ”said Aida Balayeva.
The government adopted the draft National Action Plan for the implementation of the Address of the Head of State, which is based on 7 basic principles of the new economic course. The project included 143 events in 10 key areas.
“Considering that the Ministry of Information and Social Development oversees several strategically important areas in the life of the state and society, we are involved in the implementation of 8 activities in 3 areas,” said Aida Balayeva.
The priority in the activities of the Ministry of Information and Social Development of the Republic of Kazakhstan will be work on the development of forms of interaction between the state and society, public monitoring and control over decisions made by the state. Particular attention will be paid to the creation of the institution of online petitions and the improvement of legislation on access to information.
“The Law on Public Councils was adopted as part of the implementation of the 99th step of the Plan of the Nation“ 100 Concrete Steps ”in 2015. In general, the introduction of the Councils had a positive impact on the process of forming an accountable state. Public councils took place as a real public institution and an extraordinary dialogue platform. Today more than 3.5 thousand professionals from various fields and industries are involved in the activities of 234 public councils. During the work of public councils, the possibilities of public control have been expanded, ”explained Aida Balayeva.
At the same time, the analysis of law enforcement practice showed the need for further improvement and increasing the efficiency of the institution of public councils, which was mentioned by the Head of State in his Address.
The minister said that at present, a preliminary composition of the Working Group on the development of the draft Concept of the draft law has been formed, with the participation of NGOs, international and Kazakhstani experts, members of public councils, the NSOD and public figures, and invited reservists to take part in the discussion of the future draft law.
According to Aida Balayeva, the Ministry will also continue to work on amendments to the legislation on access to information, and on the issue of creating an institute of online petitions, which has been discussed by the public for several years.
“To launch this institute in Kazakhstan will require the development of a platform for online petitions. But most importantly, an appropriate regulatory framework is needed. In this connection, we are currently developing a package of amendments to the legislation. First, it will be necessary to give the concept of a petition; secondly, to clearly regulate the procedure for submitting, moderating and considering a petition by a state body; thirdly, to determine the threshold number of votes for compulsory consideration of a petition by a state body, ranking it by the level of consideration - republican or regional, ”the minister said.
Summing up the results of the meeting, the Minister again recalled the words of the President of the country that the success of the nation is possible provided that the main qualities of society are education, hard work, professionalism, discipline and responsibility.
“You, the younger generation, should be an example,” summed up Aida Balayeva.
