The Ministry of information and social development of the Republic of Kazakhstan held the first meeting of the working group on the development of approaches to the transition to the concept of "The hearing state", initiated by the Head of state.

The working group includes a Deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan, representatives of Central state bodies, civil society, NGOs, the media sphere and the expert community in the field of access to information.

The head of state in his Message to the people "Constructive public dialogue is the basis of stability and prosperity of Kazakhstan" noted that the concept of "The hearing state" should be aimed at prompt and effective response to the appeals of all citizens.

At the same time, the President drew attention to the fact that the problems in the activities of the state apparatus are largely due to the lack of established interaction between citizens and local officials.

The meeting presented approaches to the implementation of The concept of "The hearing state", developed on the basis of problems in the operation of direct and feedback channels with the population.

So, at present, the interaction of state bodies with the population is affected by the lack of consistency in dealing with citizens ' appeals and the proactivity of state bodies.

"To solve these issues, we offer such approaches as system monitoring and analysis of direct and feedback channels with the population, prompt response to incoming requests from the media, NGOs and the population, the transition from a highly centralized system to the "bottom-up" principle, the creation of a "single window" for interaction between the state and the population in electronic format, online broadcasts of open meetings of state bodies, the development and approval of departmental openness plans, the formation of a culture of openness of state bodies, conducting sociological surveys», - Director of the Department of state policy in the field of access to information Bekzat Rakhimov noted.

The approaches presented by the representatives of the Ministry were supported by the members of the working group. At the same time, the participants made the following proposals to Supplement the vision of the concept of "The hearing state".

Deputy of the Majilis of the Parliament Serik Seidumanov noted that this concept should be extended to all spheres of society.

"It is all right that we need to address issues of feedback from the population, but in General we need to monitor the situation in the country, identify problem areas. It is necessary to improve the system of public administration, taking into account the specifics of the country, and increase the professionalism of civil servants," Serik Seidumanov said.

Director of Public Fund "Center of applied research "Talap" by Rahim Oshakbayev suggested the concept of a new trend - misuse of state responses, and to use the methodology of "Open Government Partnership" in developing the concept.

"One of the reasons for 'The hearing state" is that people themselves are passive. It is necessary to teach the population to unite in economic communities. We also need to introduce the KPI (note: Key Performance Indicator – a key indicator of efficiency) of interaction between state bodies and the population" - Kazybek Shaikh outlined in his speech.

In addition, Olga Didenko, a lawyer for Internews Kazakhstan, noted that the organization is ready to support the development of this concept in terms of interaction between state bodies and the media sphere.

Gulmira Kuzhukeeva, head of The program for improving the legal environment in Central Asia of the International Center for non-Commercial Law, pointed out the need to make changes to the legislation to implement the concept. According to her, since the "hearing state" is based on transparency of activity, first of all, it is necessary to make appropriate changes to the Code of administrative offences and the Law "on access to information".

The members of the Working group also noted the need to reflect the role of public councils and local self-government bodies (maslikhats) in the concept.

Following the meeting, the participants decided to hold regular meetings of the working group.

It is worth noting that "The Hearing state" is an open and transparent state. Therefore, in the development of the concept, first of all, the opinion of the population should be taken into account as much as possible.
