A meeting of the Commission on access to information was held under the chairmanship of the Minister of Information and Social Development Askar Umarov.
During the meeting, the issue of ensuring the openness of the activities of the akimats of the Turkestan regions and the city of Shymkent, as well as the results of work on the recommendations of the commission in the Pavlodar and Zhambyl regions were considered.
Askar Umarov noted that this year much attention is paid to compliance with the Law "On Access to Information" in the regions.
Among the common problems for akimats of the city of Shymkent and Turkestan region – on incoming comments to projects on the portal "Open NPAs", "a significant part is occupied by comments in the form of a response "Thank you for your support", which do not always correspond to the essence of the comment and do not make it clear: a comment or a proposal is accepted or not accepted," the vice-president stressed- Minister of Information and Public Development Daniyar Kadyrov.
Also, the requirements of Article 16 of the Law "On Access to Information" are not observed on the official website of the Akimat and in the accounts of the Akimat in social networks. After hearing the reports of Zhambyl and Pavlodar regions on the implementation of the recommendations given at the last meeting, the Minister noted some progress, and also outlined the need to continue active work.
In addition, the commission unsatisfactorily assessed the work of authorized persons on access to information. Recall that since last year, the institute of authorized persons has been introduced in all state bodies.
According to the monitoring results announced during the meeting, akimats of Zhambyl, Turkestan regions and Shymkent city were given one week to eliminate comments.
The members of the commission highlighted the importance of ensuring access to open meetings, as well as openness to the media. The results of the assessment for 2021 according to the criterion of "Openness through the media" show a low level of publicity and quality of work with requests from the media for
all central and local government agencies.
Vice-Minister of Digital Development, Innovation and Aerospace Industry Asset Turysov noted that it is necessary to audit the relevance of data contained in information systems and Internet resources and their timely occupancy.
During the discussion, recommendations were made for further improvement of the work of state bodies
