Today, on August 28, 2019, the regular meeting of the Commission on access to information was held under the chairmanship of the Minister of information and social development D. Abayev.
The Commission meeting was attended by deputies of the Majilis, representatives of Central state and local Executive bodies, IT companies, NGOs and the expert community in the field of access to information.
Opening the meeting, Minister Dauren Abayev noted the importance of ensuring information openness and mandatory compliance with the requirements of the Law "On access to information".
At the meeting, the results of the assessment of the degree of openness of the activities of state bodies for 2018 were presented. It was noted that in General, there is a noticeable deterioration in indicators in comparison with 2017. This is due to changes in the assessment methodology, as well as insufficient work of state bodies to ensure their openness.
The Commission also reviewed the results of the analysis of data from information systems of a number of state bodies (the CEC, the accounting Committee for monitoring the execution of the Republican budget, the Ministry of industry and infrastructure development) conducted by the holding "Zerde". As a result, about 30 new data sets will be published and made publicly available on the Open data portal.
Also in his speech, Deputy Chairman of the Board of the holding "Zerde" Anisimov A. N. told about the development of 5 new applications based on open data. Such as "Smart Aksu", "Smart Qostanay", "Smart Refueling", "UniPark client" and "DocuLite".
Another issue raised at the meeting is the implementation of the Law "On access to information" on conducting online broadcasts of open meetings. Today, not all government agencies comply with this requirement. Therefore, appropriate recommendations were made.
At the end of the meeting, a beta version of the Unified platform for Internet resources of state bodies, which will combine the official Internet resources of all state bodies and the e-government portal, was presented.
According to the Chairman of the Board of JSC "National information technologies" Turysov A. N. by the end of the year, it is planned to switch the Internet resources of all state bodies to EPIR, and from January 1, 2020, it will be launched.
