On June 9, 2022, the Ministry of Finance adopted an order to amend the Rules for Public Procurement, in terms of regulating the competitive procedures of the state social order.
These norms were proposed by the Ministry of Information and Social Development together with representatives of non-governmental organizations and experts.
The changes are aimed at solving the problems raised by NGOs. In particular, for the state social order:
- the dumping threshold is reduced from 20 to 10%;
- criteria for the selection of potential suppliers (NGOs) to improve the quality and effectiveness of social projects are revised;
- the presence of double requirements for the NGO workforce has been eliminated.
- procedures for preliminary discussion of the draft tender documentation within the framework of the state social order are foreseen.
This mechanism is foreseen in order to provide potential suppliers with equal opportunities, as well as to exclude the establishment of excessive requirements for tender documentation from Customers.
Potential suppliers will be granted the right to obtain the necessary information through the public procurement portal for the preparation of a high-quality tender application, including through the possibility of submitting a request for clarification of the provisions of the tender documentation .
It is assumed that the adopted norms will contribute to improving the efficiency of state procurement and reducing appeals of competitive procedures and failed tenders.
