Referendum: prospects of social development

Today, on May 20, a regional meeting of the «Sarap» expert club was held in Turkestan on the topic: "Constitutional Referendum: prospects for social development".

The organizer is the NPJSC "Kazakhstan Institute of Social Development" of the Ministry of Information and Social Development with the support of the Republican Headquarters of Public Support for the referendum.

The event was attended by Deputy Akim of Turkestan Yerlan Kuzembayev, experts of the Kazakhstan Institute of Social Development, public figures, political scientists, employees of the International Kazakh-Turkish University named after Khoja Akhmet Yasavi, as well as students of D. Serikbayev East Kazakhstan Technical University.

The participants of the meeting discussed the role of the Constitution in the development of the country and the importance of constitutional reform in the creation of a new Kazakhstan. The upcoming referendum has become the main topic of discussion. In particular, the speakers shared their opinions and unanimously supported the referendum.

Deputy Chairman of the Board of KISD Asem Kaidarova stressed in her speech that significant changes are being made to the Basic Law of the country, which transform the model of public administration and at the same time are a trigger for a new stage in the development of social processes:

"Kazakhstan is entering an unprecedented stage of its development. The President signed a decree on holding a republican referendum on the adoption of amendments and additions to the Constitution on June 5. These are certainly expected changes in society that strengthen the subjectivity and the ability of citizens to influence political processes."

Deputy Akim of Turkestan Yerlan Kuzembayev made a welcoming speech:

"Public headquarters have been set up and meetings are held everywhere to inform the public. This referendum will lead to a change in the form of legislation and will determine the further development of the country. Therefore, I believe that participation in the referendum is a civic duty of everyone."

According to Lyazzat Nurkatova, head of the strategic analysis group of the NPJSC "Kazakhstan Institute of Social Development", the new amendments to the Constitution will change the essence of the political system and optimize the balance of relations between the branches of government:

"This will significantly change the distribution of power. For example, the President will no longer be able to cancel the decisions of the akims of the regions. But this does not mean a weakening of the President, rather it means that responsibility of akims will be increased. The role of Parliament will also increase. The Senate will strengthen its representative function, and the Majilis will be fully responsible for the legislative process."

Reminder: Republican referendum on amendments to the Constitution will be held in Kazakhstan on June 5 this year.
