The issues of transformation of partnership mechanisms between NGOs and the state were considered by the Ministry together with public organizations.
On February 23 of this year, a joint discussion of this issue was held with the participation of more than 50 representatives of NGOs from all regions of the country.
According to the representatives of the Ministry, the legislative level provides for the introduction of a new format for planning grants in relevant areas, as well as a system of graded grants, allowing grants to be oriented to the needs of the population, to ensure an appropriate mechanism for selecting grant topics, to regulate funding and improve administration processes.
During the discussion, problematic issues of the state social order were also touched upon. According to the speakers, weak law enforcement practice has been observed for several years. Despite the fact that the legislation in the field of public procurement at the theoretical level ensures the publicity and openness of projects, in practice the facts of poor-quality project planning are increasing.
To address this imbalance, the Ministry together with the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan, is working on the issue of introducing a single platform for all government agencies to conduct public discussions.
In addition, public figures - Mahabbat Espenova, Gulbarshyn Mushtanova, Aigul Solovyova, Chingiz Lepsibayev, Saule Samidin, Zulfiya Baysakova, Rinat Temirbekov, Ushakova Svetlana, Rafikova Nikar - also made new proposals on the formation of topics for social projects.
The participants voiced recommendations for solving problematic issues in the field of state financing of NGOs, suggested approaches to solving existing problems.
In the future, the voiced proposals will be taken into account when developing legislative norms to improve financial support mechanisms.
A similar platform is planned to be held on the topic of monitoring and evaluation of social projects.
