Work continues to improve the mechanisms of state support for NGOs, which began in 2021.
Recall that together with representatives of civil society, changes were worked out to the Rules for grants and monitoring their implementation. The main emphasis in this work is on transparency and efficiency of the implementation of grant projects. Thus, since 2021, the selection of experts and the meeting of the expert commission to determine grantees are broadcast live on the Operator's social networks.
A draft law has been prepared to improve grant financing mechanisms, which is currently in the Majilis of the Parliament of the Republic of Kazakhstan. The draft law proposes to revise the format of planning the budget of NGO grants not by specific estimates and projects, but by pools in project areas. It is also proposed to introduce a graded grant system, which will ensure an appropriate mechanism for selecting grant topics, regulate funding and improve administration processes.
At the same time, taking into account the emerging problematic issues raised by NGOs, the Ministry, together with the Civil Alliance of Kazakhstan, has begun work on transforming the mechanisms of state financial support for NGOs.
The work will be organized in several directions.
First, proposals for reformatting the state social order and grant financing will be collected in the regions under the auspices of regional Civil alliances.
Secondly, public discussions of the collected proposals will be held.
Third, a working group consisting of experts in the field of civil society, representatives of NGOs and government agencies will be created, within which a specific package of legislative and regulatory changes will be developed.
Along with this, NGOs can send their suggestions and recommendations to the e-mail of the Committee on Civil Society Affairs (a.mukhamedzhanov@qogam.gov.kz ) by March 1, 2022.
