Under the chairmanship of the Minister of Information and Social Development Aida Balayeva, a regular meeting of the Commission on Access to Information was held, where 3 issues were considered.
The first issue is the implementation of the recommendations of the Commission for the Development of "Open Government" portals and a Unified platform of Internet resources of public authorities that unites the official websites of the public authorities.
In his report, Vice-Minister of Digital Development, Innovation and Aerospace Industry Asset Turysov drew attention to the redesign of the Open Government portals and the launch of the SPIR of PA home page from November 15, containing information about Kazakhstan, life situations to help citizens, etc.
In turn, Minister Aida Balayeva pointed out the need to popularize the SPIR of PA and the "Open Government" portals among the population.
"It is important to widely inform the population that there are such resources. I propose to carry out joint work on popularization, with the involvement of the media and NGOs, and plan an appropriate event at the beginning of next year," A. Balayeva said.
The following is the issue of the implementation of the Roadmap to reduce the bureaucracy of the state apparatus, which provides for measures to increase the openness and accessibility of information.
Bekzat Rakhimov, Director of the Department for the Development of Communications of the State and Society of MISD, reported on the shortcomings in the work of public authorities when working with open data and the official website and other information resources.
The public authorities, whose indicators of relevance and content of information today are less than 100%, were also heard.
"The Commission should be principled in matters of monitoring and control. It is necessary to hear separately at the Commission site next year the public authorities about the work being carried out, starting with the akimats of Nur-Sultan, Almaty and Shymkent," Minister Balayeva stressed.
In addition, the Minister proposed jointly with the public authorities to work out a single list of open data for their relevance and popularity among the population.
At the end of the meeting, the draft Work Plan of the Commission for 2022 was considered.
The Minister proposed to hold meetings of the Commission on a monthly basis, with regular hearing of the public authorities with low indicators of information openness.
The meeting that took place was the final one this year. Summing up the results of the year, it is important to pay attention to the following results of the Commission's work.
According to the recommendations of the Commission, for the convenience of information users, more than 1000 websites of public authorities were combined on one platform - SPIR of PA (www.gov.kz ).
The functionality of the "Open Government" portals has been significantly improved (www.open.egov.kz) and measures have been taken to stabilize their work. The version for the visually impaired has been finalized, the process of integrating portals with some information systems is being completed (the portal "Open Budgets" with the information systems "e-Ministry of Finance" and "State Planning", the portal "Open NPAs" with "E-legislation").
During the year the Commission conducted regular monitoring of compliance with the requirements of the Law "On Access to Information". Thanks to which, most state bodies have provided 100% filling of the SPIR of PA and the "Open Data" portal with information in the state and Russian languages.
With the direct participation of the Commission, an annual report to the Head of State on status of access to information was prepared for the first time this year.
