Information message announced a competition for the distribution of frequency bands, radio frequencies (radio frequency linkls) for the purposes of broadcasting

The Ministry of Information and Social Development of the Republic of Kazakhstan announces a competition for the distribution of frequency bands, radio frequencies (radio frequency links) for broadcasting purposes.

The competition is held in accordance with the Rules of the competition for the allocation of frequency bands, radio frequencies (radio frequency links) for broadcasting purposes, approved by Order of the Minister for Investment and Development of the Republic of Kazakhstan dated April 24, 2015 No. 489 (hereafter  “the Rules”).

In accordance with the Rules, the opening of envelopes will take place on December 21, 2021 at 15.00 at the address: 745 office/ Mangilik El Ave., 8 (House of Ministries), 14 entrance, , Nur-Sultan. The results of the competition will be announced within no more than ten working days from the date of opening the envelopes to the above address.

The distribution of frequency bands, radio frequencies (radio frequency links) for the purposes of broadcasting is carried out among individuals and legal entities.

The distribution of frequency bands, radio frequencies (radio frequency channels) for the purposes of broadcasting is carried out through a competition for the distribution of frequency bands, radio frequencies (radio frequency links) for the purposes of broadcasting.

 

 

Candidates' bids must contain the following documents:

Creative suggestions

The applicant represents:

1) the broadcast grid of the radio channel (for the next month);

2) information containing the following information:

- thematic focus of the radio channel;

- language ratio of broadcasting, broadcast time of radio programs in the Kazakh language;

- the ratio of own radio programs, purchased radio programs and retransmission;

- average daily broadcast time;

- the human potential of creative and technical workers in quantitative terms.

Technical proposals

The applicant represents:

1) a map of the area of the proposed service area with the boundaries of the coverage areas of TV and radio channels and an indication of the installation location of the radio transmitting equipment;

2) explanatory note, which reflects the following information:

- type of audio accompaniment of a television signal (single-speech, multi-speech);

- information about the availability, characteristics, condition and type of equipment planned for the distribution of TV and radio channels.

3) obligations to comply with the standard for the distribution of television and radio channels;

4) the obligation to maintain the average information speed per channel and the planned broadcasting quality standards;

5) the scheme of the organization of the broadcasting network or single-program broadcasting;

6) in case of using satellite communication channels additionally:

- name, location and affiliation (satellite operator) of the artificial Earth satellites used, their standing point, service area;

- a copy of the transmission plans used in the network of receiving and transmitting satellite stations provided by the satellite operator;

- occupied frequency band (the size of the satellite resource used).

7) the obligation to ensure the delivery of the signal (radio channel) and the connection of the applicant's technical means to the network of the national operator within six months from the date of approval of the list of frequency bands, radio frequencies (radio frequency channels) in case of inclusion of the radio channel in the specified list with the indication of the planned communication operator (terrestrial or satellite).

Legal and financial proposals

Documents confirming capacity to pay and financial stability, including:

- statement(s) on the balances and movement of money on the applicant's accounts in second-tier banks of the Republic of Kazakhstan.

- financial statements of the applicant prepared in accordance with the legislation of the Republic of Kazakhstan on accounting and financial statements for the previous calendar year preceding the date of submission of the application for participation in the competition, and for applicants participating in the competition for distribution in the territory of the Republic of Kazakhstan, financial statements confirmed by an audit report prepared in accordance with the legislation of the Republic of Kazakhstan on auditing;

- certificate of the tax authority on the absence of the applicant's tax arrears, as well as arrears on mandatory payments issued not earlier than the date of publication of the information message about the competition;

- certificate on the absence of overdue debts to the national operator of broadcasting for the distribution of TV and radio channels on the network of digital terrestrial and satellite broadcasting, lasting more than one month preceding the date of issuance of the certificate by the national operator of broadcasting.

The tender documents are submitted to the organizer in a laced, numbered form and are certified on the back of the last page with the signature of the authorized person of the applicant and the seal (if any) in a sealed envelope, subject to the following requirements:

1) on the front side of the sealed envelope with the application for participation in the competition, the applicant must indicate the full name and postal address of the organizer and the applicant;

2) the person receiving the documents enters into the registration log the applications of applicants for participation in the competition who submitted envelopes with applications for participation in the competition before the deadline.

Tender documents are accepted at the address: Mangilik El Ave., 8 (House of Ministries), entrance 14, office 872, Nur-Sultan, Ministry of Information and Social  Development of the Republic of Kazakhstan.

Acceptance of applications with documents attached to them begins on the day of the official publication of the information message and ends on December 20, 2021 at 15.00 hours inclusive daily from 9.00 to 18.30 hours, with a break from 13.00 to 14.30 hours, except Saturday and Sunday.
