As you know, this year for the first time the Head of State will submit a national report on the activities of public councils in Kazakhstan.
This norm was fixed taking into account the amendments made to the Law "On Public Councils" in 2021.
The creation of an extensive scientific and analytical document is aimed at analyzing the development of public councils with a description of trends. At the current time, the analysis of legislative changes in 2021 demonstrates that the recommendations of the Organization for Economic Cooperation and Development (OECD) are taken into account in the activities of public councils.
So, during 2021, expert discussions on the draft National Report were held with the participation of representatives of public councils, NGOs, as well as civil activists from all regions of the country. Experts note the positive impact of the adopted amendments to the Law on Public Councils in early 2021, thanks to which their rights and powers have been expanded.
During the public discussion with experts, the Minister of Information and Social Development A.Balayeva focused on the need to work out the maximum level of quality, reliability and objectivity of information about the work of public councils.
The National report includes the results of a survey covering 1,200 respondents, as well as in-depth interviews with a number of representatives of public councils. In addition, the legal foundations of the activities of public councils with the identification of problem areas are considered. An important part was the analysis of the implementation of the OECD recommendations and the possibility of their further practical application in the activities of public councils.
The submission of the National Report to the Government for further submission to the Head of State is planned in the first decade of December this year.
