KISD is ready to conduct social studies to optimize the mechanism for evaluating the akimats work

Today during the meeting of the «SARAP» expert club, issues of improving regional policy, outlined in the recently announced Address of the Head of State, were discussed.

The event was organized by the Kazakhstan Institute of Social Development «Rukhani Zhangyru» with the support of the MISD of the Republic of Kazakhstan.

Chairman of the Board of the KISD Assylbek Yesenbayev: «In this Address, the Head of State, continuing the ideas laid down in the previous two, complements and expands the problematic range of issues of regional policy».

He noted that now it is necessary to involve the public in the formation of regional budgets, as well as control over their spending. The «participation budget» has already been successfully tested in different regions, this is one of the most effective steps in the development of local self — government», he believes.

During the discussion the participants also spoke about the Concept of Local Self-Government Development until 2025, according to which measures for the introduction of direct elections of mayors were defined for the active involvement of citizens in the processes of public administration.

Public figure and vice-rector of Ualikhan University Galym Baituk expressed confidence that direct elections of rural akims are aimed at the qualitative realization of the interests of citizens, and the next step should be the opportunity to elect district mayors.

In turn, political scientist Eldos Zhumagulov recalled the words of the Head of State from the Address that the state apparatus should work in the interests of citizens for the successful implementation of the concept of «A Hearing state».

«This, first of all, concerns the local authorities. So, the leadership of the region should focus on the development of the local economy, and as a result, increase the welfare of residents», he stressed.

Deputy Head of the Office of the Akim of Zhambyl region Nurlan Kuntuov, well-known experts Aitbay Zhumagulov, Yerlan Medeubayev, Dina Aikenova and others also had presentations during the meeting.

Summarizing the speeches of the speakers, Chairman of the KISD Assylbek Yesenbayev focused on the fact that the President noted independent opinion polls to optimize the mechanism for evaluating the work of akims at all levels. «KISD has a professional sociological service with its own network of regional supervisors, and we are ready to conduct such studies», Yesenbayev said.

At the meeting of the «SARAP» club, experts also noted that the key aspect of improving the regional policy of Kazakhstan is improving the quality of life and well-being of residents.
