State-2021: experts of the «Sarap» club discussed the initiatives put forward by the Head of State
Today at the expert meeting of the «Sarap» club in Nur-Sultan the main provisions of the State National Address of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev «Unity of the people and systemic reforms are a solid foundation for the country's prosperity» were discussed.
The participants discussed the initiatives of the Head of State aimed at further development of the country in the post-pandemic period, improving the efficiency of the health care system, education, improving regional policy, political modernization, protection of human rights, etc.
During the meeting the Chairman of the Board of KISD «Rukhani Zhangyru» Assylbek Yessenbayev noted that the logic of actions and sequence are clearly traced in the current State.
«This concerns both the continuity of Elbasy1policy, and his own strategic and tactical actions. We see that the ideas of the Head of State on pension savings and on the modernization of the tax system are continuing and developing from State to State. It`s very important issues of drinking water, transport infrastructure, public procurement, and the use of the National Fund «on the pencil» there, - Assylbek Yessenbayev stressed.
Political commentator Gaziz Abishev expressed the opinion that the revenue part of the budget should not be tied to the country's oil reserves.
«As for the economy, I really understand why the State sounded the way it sounded. The country is in crisis under the pressure of external factors… But the whole world over the past twenty years has already run ahead in added value, creating digital technologies, software, aircraft, devices, pharmaceuticals, that oil is no longer catching up with its profitability. And even if oil is at $ 100 per barrel, it will not give our country a long-term reserve», - he stressed.
In turn, the expert of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan, Indira Rystina expressed the opinion that the current Address can be considered as a strategic tool for planning and designing the work of the entire Government.
«There were also several proposals for political modernization in the State, revealing the relevance of the concept of a «Hearing State». One of them is the introduction of sociological surveys to study the quality of the work of local executive authorities. It was noted that these research works should be carried out by independent organizations», - the KISS expert stressed.
The relevance of the adoption of the new law «On Professional Qualifications», announced in the current Address was noted by expert Lyazzat Nurkatova.
«The new time imposes new requirements on employees and their competencies. It is obvious that the level of education that a person receives at a college or university is not enough to solve professional tasks today. The adoption of such a law will stimulate the professional community to self-development and promote the inculcation of the principle of Lifelong learning among the population of all ages», - Lyazzat Nurkatova said.
Speaking at the meeting of the «Sarap» club, the dean of the Kazakh University of Technology and Business Almagul Nurgaliyeva noted that the State defines clear prospects for further economic development.
«Our economy is not standing still, it is moving. The market can be affected by various unpredictable factors, such as, for example, a pandemic. And here economists need more realistic development scenarios, we need to consider a scientific approach to solving these problems», - she said.
In turn, political scientist Samat Nurtaza noted the relevance of the thesis of the State that the use of water resources of transboundary rivers will become a serious issue in the future.
«Indeed, the water issue is the first topic on the planet that will be on the agenda. This is especially true in the conditions of our country, when the sources of the main waterways are located on the territories of other countries. Careful use of drinking water should be started today», - he said.
According to the results, the participants of the «Sarap» expert club noted that the current Address of the Head of State «Unity of the people and systemic reforms – a solid foundation for the prosperity of the country» sets a vector for the post-pandemic development of the country and is aimed at implementing systematic measures to improve the well-being of Kazakhstan citizens.
The event was organized by the Kazakhstan Institute of Social Development «Rukhani Zhangyru» with the support of the Ministry of Information and Social Development of the Republic of Kazakhstan.
