Public councils have begun monitoring the public procurement process

In 2021, thanks to the adopted amendments to the Law "On Public Councils", members of public councils will participate in competitive commissions for public procurement for the first time.

Recall that on January 3, 2021, the Head of State Kassym-Jomart Tokayev signed a number of amendments to the Law "On Public Councils", which significantly expanded the rights and obligations of their members. They provide for the involvement of members of public councils in the work of procurement commissions.

Monitoring of the Ministry of Information and Public Development as an authorized state body that carries out intersectoral coordination in the field of public councils ' activities shows that public activists have started forms of public control, taking into account the provisions of the Rules of Organization and their conduct.
For example, members of the Public Council of the Financial Monitoring Agency took part in 5 competitive commissions, and members of the Public Council for the Fuel and Energy Complex took part in 14 public procurement of the Ministry of Energy.
Also, as of today, members of the public councils for the agro-industrial complex, the activities of the internal affairs bodies, and public finance have already joined the tender commissions for public procurement of the Ministries of Agriculture, Internal Affairs, and Finance.

At the same time, the work is being carried out in the regions of the country. So, to ensure transparency and objectivity of the public procurement process, members of public councils were included in the composition of the competition commissions of Zhambyl and Almaty regions.

In addition, public councils have introduced the practice of discussing reports on the results of monitoring the implementation of development plans for state-owned enterprises, state-controlled joint-stock companies and limited liability partnerships, with the exception of quasi-public sector entities. Thus, the Public Councils on health care, public finance, and the fuel and energy complex heard reports from subordinate organizations, such as SC "Pharmacy" LLP, JSC "Center for Electronic Finance", JSC "Information and Accounting Center", FEZ" National Industrial Petrochemical Technopark", JSC" Information and Analytical Center for Oil and Gas", which resulted in appropriate recommendations.
